Constitutionally created in 1934, SPB is charged with ensuring state employment is based on merit. The group, led by a five-member board, meets on a monthly basis to adopt classifications, personnel rules, resolve examinations and appoint appeals. Documents for meetings are mailed out to each board member, creating a “Board Book” of anywhere from 700 to more than 1,500 pages.

However, creating the books is a tedious process, requiring 29 hours every month to prepare the Board Book binders to mail to SPB and internal distribution to staff. SPB is looking to replace this paper-based system with Board Portal software as a service. With this new solution, mobile devices would replace meeting binders.

According to bid documents, the new portal solutions will achieve myriad tasks, including creating/distributing/managing board documents and packages; providing access to meeting documents from anywhere and anytime; reducing waste by eliminating the need for physical binders; and optimizing meetings. SPB’s chosen vendor will also provide end-user training, and implementation and configuration services.

The term of this contract will be three years, with the option to add two additional years at bid price each fiscal year. Submissions are due by March 7. Dates for demonstrations and contract execution are to be determined.
