California Reopens CALNET 3 Prequalification Process to Bidders

A new Request for Qualifications Process solicitation released this month is the first phase of an application process that "will allow for an ongoing expansion of the existing pool of the (Prequalified Multiple Award Contracts) PMAC Bidder’s List, enabling participation in future Telecommunications Services and Systems Category solicitations."

The California Department of Technology has reopened to bidders the continuous application process for CALNET 3 telecommunications services contracts.

A new Request for Qualifications Process solicitation released this month is the first phase of an application process that "will allow for an ongoing expansion of the existing pool of the (Prequalified Multiple Award Contracts) PMAC Bidder’s List, enabling participation in future Telecommunications Services and Systems Category solicitations."

Only PMAC contractors can submit a final bid for category solicitations. Current PMAC contractors will have to submit selected documents, the department said. A bidders conference is forthcoming to answer questions and clarify changes, the state said.

The state has added Category 14, Broadband Internet, to the PMAC solicitation via two subcategories: 14.1, Satellite Based High Speed Internet; and 14.2, Terrestrial Based High Speed Internet. This month, Category 10 for Satellite Telecommunications also was added.

CALNET 3 is the state’s multi-billion-dollar telecommunication procurement providing an array of products and services from pre-qualified vendors to state and local departments and agencies. State officials say the contract’s benefits include more efficient procurement processes and built-in service level agreements.

The current CALNET 3 contracts consist of 13 categories and subcategories, the RFPQ says.

Subcategory 1.1 — Dedicated Transport – Awarded to AT&T and Verizon Business
Subcategory 1.2 — Multiprotocol Label Switching (MPLS) Virtual Private Networking (VPN) and Converged VoIP Telephony — Awarded to AT&T, Integra, Jive, NWN and Verizon Business
Subcategory 1.3 - Stand-alone Voice over Internet Protocol (VoIP) Telephony — Awarded to AT&T, Integra, Jive and Verizon Business
Subcategory 1.4 — Long Distance Calling — Awarded to AT&T and CenturyLink
Subcategory 1.5 — Toll Free Voice Calling — Awarded to AT&T, CenturyLink, and Verizon Business
Subcategory 1.6 — Legacy Telecommunications — Awarded to AT&T
Category 2 — Network Based Web Conferencing — Awarded to AT&T, CenturyLink and NWN
Category 3 — Metropolitan Area Network (MAN) Ethernet — Awarded to AT&T, CenturyLink and Integra
Subcategory 4.1 — SONET Ring Connectivity — Awarded to Integra and Verizon Business
