The California Department of Fish and Wildlife is seeking IT consulting services from a contractor on the California Multiple Award Schedule (CMAS) for its Watershed Restoration Grants Management System (WRGMS).

The selected contractor will complete a business analysis, define requirements and do market research for the system, including a recommendation to purchase the solution off-the-shelf, build in-house, or a combination of each. The work will include evaluation of an existing Ecosystem Restoration Program database for enhancement.

"The departments’ preference would be a Commercial Off the Shelf solution or a combination of vendor and custom solutions. The [business analysis] will gather all requirements for the WRGMS system including module definition, functionality and requirements for each identified module, impacts to other systems, constraints, scope and any other information needed to arrive at this decision," the Request for Offer says.

According to the California Department of Fish and Wildlife, the Restoration Grants Management System will manage grants for program areas such as Prop. 1, cap and trade, the Delta Restoration Grants Program, and the Fisheries Restoration Grant Program.

The system will include ERP functionality, financials and reporting.
