Department of Insurance Looks to Modernize Network, Legacy Systems

The California Department of Insurance (CDI) plans to replace 95 IT network switches that will reach end of life in summer 2016 and is continuing work on its Menu Modernization Project.

The California Department of Insurance (CDI) plans to replace 95 IT network switches that will reach end of life in summer 2016 and is continuing work on its Menu Modernization Project.

"CDI's existing network infrastructure has not been significantly upgraded for over a decade and only incremental upgrades have been performed since initial setup," the department reports in a proposal to spend nearly $1.7 million in fiscal year 2016-17 to support the replacement.

The Department of Insurance's IT network connects the department's 1,400 employees at 12 different office locations to applications such as the CDI, Menu, Integrated Data and Fraud Integrated Database, as well as provides access to email, video conferencing, a VoIP telephone system, two call centers and supports the department's public-facing applications.

The department says that modernizing all 95 switches should improve network security. "With cybersecurity risks at an all-time high, CDI needs to ensure that the network systems are as secure as possible," the department wrote.

If approved, the department said it expects the project will simplify network administration, and improve uptime and resiliency.

CDI also continues to be engaged in 2016 on what will be the third year of implementation and modernization of its Menu and Integrated Database. The CDI Menu provides access to more than 90 functions, reports, studies and views. In year three during 2016-17, CDI said it will finish re-engineering the FIDB system and upgrade systems for the department's Licensing Services Division and Financial Management Division.

The department is requesting $1.8 million for external contracts for software, project management and project oversight for Menu Modernization Project.
