Local governments across California are upgrading systems and buying solutions. Here are some of the contracts Techwire is tracking.

1. Los Angeles County is scheduled to hear recommendations Tuesday on a contract with Netsmart Technologies Inc. to provide a 10-year contract for a health-care information system. The system, which will focus on substance abuse prevention, should not cost more than $49 million over the entire life of the contract.

2. San Jose reviewed its Innovation and Technology Strategic Plan during its March 28 City Council meeting. Voting on the plan was deferred from March 21, but this time the plan passed. The plan is set to last until 2019.

3. Riverside County has approved an agreement with GovDelivery Inc. to provide digital networking and cloud technology. The cloud software will be used to assist communications for both county employees and residents. No competitive bid was sought and the contract cannot cost more than $500,000 over a span of five years.

4. Los Angeles City Council approved a contract extension with Time Warner Cable on Wednesday. The contract extension lengthens the term to eight years, until 2021, with an option of one-year increments until 2023. The payment of $2.5 million to Time Warner Cable will not change. The contract supports fiber digital and telecommunications services for the city’s libraries, which cost about $1 million a year.
