Long Beach Considering Approval of Major ERP Contract

Long Beach could move Tuesday to approve a contract for a new ERP system, in what has been called the biggest system implementation in the city IT department's history.

The City Council is scheduled to consider a proposed agreement with Tyler Technologies that could be worth more than $15 million when the project eventually transitions into the maintenance and operations phase.

The citywide ERP system project was put out to bid in December 2014. Long Beach said it received responses from 10 companies, including Applied Software Technology Corp.; CGI Technologies and Solutions; HCL America Inc.; Insight by Tyler Technologies; LSI - Labyrinth Solutions Inc.; Quintel-Management Consulting; Sierra Cedar Inc.; SunGard Public Sector; Tyler Technologies; and Xerox Consultant Company.

The project's total budget is about $30 million.

"The ERP project will be the largest system implementation ever handled by the Technology and Innovation Department, and one of the largest projects ever undertaken by the city. The project is a long overdue and essential replacement of no fewer than 17 software modules that will now be integrated. In addition, many interfaces will be designed and built to connect with other existing systems," an Oct. 4 city staff report says.

The project budget includes financial and human resources system software and services, project staffing, third-party software and services, and computer equipment, facilities and other costs, the city said.
