The Office of Systems Integration is looking for additional resources as it moves toward procuring a new system integrator for the maintenance and operation of the Case Management Information and Payrolling System (CMIPS II).

CMIPS supports the In-Home Supportive Services program, which provides personal care to aged, blind and disabled individuals. There are currently 500,000 IHSS recipients and 450,000 service providers, according to the state. The contract with the incumbent, HP Enterprise Services, ends in 2018. The next contract will be for a period of up to 10 years. The system currently uses Cúram’s case management framework and CGI Advantage ERP for payroll functions.

"We're going into needing to procure another M&O services vendor for the CMIPS system and will need some legal support during that time period," Office of Systems Integration deputy director Cynthia Tocher said about the spending request during an April 28 hearing.

The Brown administration is requesting a $4.8 million increase to the Office of System Integration's spending authority for fiscal year 2016-17 and $8.7 million in Department of Social Services' Local Assistance budget authority: $4.8 million to address workload increases, and $3.9 million is requested to fund data center services.

"As more case information needs to be stored in the system, and as the caseload grows, base transactions — just the keeping the lights on work — more services are required, more transactional costs are required to support that," Tocher said.
