Project Update Expected Today on $309M Board of Equalization System

CROS appears to be entering a period of transition – and perhaps, uncertainty – with project director Eric Steen resigning effective Sept. 23. Steen had led CROS since 2011.

In recent weeks, Steen publicly expressed frustration with delays to the project’s procurement schedule and said he disagreed with the Department of Technology’s position that more time was needed to address concerns with the project.

Final bids for a system integrator for CROS are now due Oct. 15, and procurement likely will take four years end-to-end.

BOE expects to spend a total of $27.7 million on "pre-implementation" activities before a vendor arrives in early 2016 to begin implementing CROS, Steen told the Legislature last spring. The funding has gone toward cleaning data, change management planning, eliminating workarounds and defining business rules.

CROS is replacing and consolidating the Board’s two existing tax administration systems.
