Revised State Budget Adds IT Funding for Prisons, Courts and Public Health

Gov. Jerry Brown's May Revised Budget proposal for fiscal year 2016-17 introduced Friday contains adjustments that would fund a variety of information technology projects. Here is a list of 10 potential opportunities that Techwire is following.

Department of Corrections and Rehabilitation. A Spring Finance Letter requests $4.5 million to continue development of an IT system for tracking outcomes of inmate rehabilitation and re-entry programs.

Department of Corrections and Rehabilitation. The budget revision would expand funding to provide secure Internet access used in career technical education programs, $10.6 million in 2017‑18 and $3.3 million in 2018‑19.

Prison Health Care Receivership. The May Revision adds $35.9 million in General Fund and commits $80.6 million over the next three years to "address issues" within a new electronic health record system. The project is now estimated to cost $350 million, the Brown administration said.

California Community Colleges. $7 million in additional one-time funding is proposed to expand broadband capacity across the system's campuses.

Department of Water Resources. The budget proposes an additional $1 million "to support the use of remote sensing technology to establish statewide agricultural land use data. Groundwater agencies must develop water budgets to eventually." The data is important for groundwater agencies that must develop water budgets to comply with new state regulations.

Department of Water Resources and State Water Board. The two entities would utilize a portion of an additional $4.5 million in General Fund earmarked for drought resiliency efforts to establish a permanent urban water use efficiency data tracking system.

California Department of Public Health. The May Revise would fund an upgrade to an IT system used to handle cases of lead exposure.

Statewide Preparedness. An additional $10 million in General Fund would support continued development of the California Earthquake Early Warning System and Program.

California Student Aid Commission. Brown's budget revision would add hundreds of thousands of dollars for planning and procurement of the commission's Grant Delivery System.

Judicial Branch. The budget would ad an additional $12.4 million General fund to replace trial court case management systems in Orange, Sacramento, San Diego and Ventura counties.
