RFI: Cost Allocation Software at Department of Water Resources

The department is hosting an Industry Day on July 28 from 1 p.m. to 4 p.m. to show how DWR currently allocates costs for the State Water Project so that firms can tailor their RFI responses to those processes. DWR asks that you RSVP to the Industry Day by July 26.

Department of Water Resources released an RFI July 20 to conduct market research for cost allocation software. The department is interested in software-as-a-service and commercial-off-the-shelf software.

"DWR is researching this functionality to manage State Water Project (SWP) finances," the RFI says.

The department is hosting an Industry Day on July 28 from 1 p.m. to 4 p.m. to show how DWR currently allocates costs for the State Water Project so that firms can tailor their RFI responses to those processes. DWR asks that you RSVP to the Industry Day by July 26 to:

The last day to submit RFI responses is Aug. 12.

DWR says there are many challenges with the State Water Project's current financial management processes:

a. Advanced budgeting and cost projections supplied as bills to the public water agencies, which receive SWP water supply and power benefits, prior to it being known how much water will be delivered b. Inability to forecast what the real-time market cost of power will be during the water delivery year c. Timing differences (calendar year versus fiscal year) d. Differing budgetary goals (cost recovery versus projected costs) e. Inability to predict unanticipated future costs at the time the budgets are being prepared (up to nearly two years in advance) f. Different systems used for state budgeting versus billing
