The California State University system on Thursday released an RFP to solicit proposals from qualified firms interested in providing between one and 23 individual campuses with enterprise-level learning platforms and services (LPS).

The California State University system on Thursday released an RFP to solicit proposals from qualified firms interested in providing between one and 23 individual campuses with enterprise-level learning platforms and services (LPS).

The core of the LPS is the course management system; most CSU campuses call it the learning management system (LMS).

"The Learning Management System performs the basic administrative functions for managing a class, including sharing files, facilitating discussion and announcements, grading, and assessments," CSU explained in an online FAQ. Several add-ons are available to extend the platform's capabilities.

For several years, some individual CSU campuses have been using a combination of Moodle, Blackboard, WebCT and other products. But historically the Learning Management System (LMS) has been decentralized, with 23 different LMS integrations with PeopleSoft and each campus has had its own authentication system, according to a presentation from the CSU Chancellor's Office.

The CSU system convened a Learning Platform and Services task force. "Campuses will make their own choice on their Learning Management System along with all the integrated and connected teaching and learning tools in their LPS ecosystem," an FAQ from the task force says.

The RFP will lead to master agreements that one or multiple campuses can utilize, the task force said. CSU's contract with Blackboard ends in summer 2017.
