The California Public Employees' Retirement System (CalPERS) is soliciting bids from qualified firms to provide data backup and restore and disaster recovery services, including the implementation and management of a fully functional backup and recovery system located at CalPERS, and a proposer-run DR facility.
This solicitation is being done in two phases. Firms that successfully completed the phase I solicitation in December 2015 are invited to participate in phase II. CalPERS plans to award a five-year contract for this bid.
A mandatory bidders conference is scheduled on March 15. Final responses are due April 19.
CalPERS lists the objectives of the RFP:
1. Identification of a hosting facility/solution with the necessary equipment, space, connectivity, and security management to restore technology services in an outage, system failure, or declared disaster;
2. Design and deployment of a fully integrated data backup and restore solution;
3. Implementation and management of a DR solution that enables CalPERS to leverage both a cloud and an infrastructure platform to recover its systems at a remote location;
4. Restore CalPERS critical applications within Recovery Time Objectives (RTOs) and Recovery Point Objectives (RPOs) for system continuity;
5. Increase virtualized systems at proposer’s remote facility to synchronize/replicate data from CalPERS headquarters;
6. Technical support for CalPERS IT recovery operations and up to two planned DR tests per year; and
7. Adherence to federal, state, and local requirements for retaining electronic data.
