RFP: Unemployment Insurance Business Process Assessment for Short-Term Compensation

California's Employment Development Department is seeking a contractor to analyze information technology and other business functions for its short-time compensation program, known as Work Sharing (WS).

The contract opportunity is capped at approximately $1.5 million.

Implemented in 1978, California's Work Sharing program "helps employers avert layoffs and retain their skilled employees when they are experiencing financial difficulties, especially during economic downturns. Employees of these participating employers will remain employed while working reduced hours, but the WS program will help to offset their wage loss with Unemployment Insurance benefits."

The bid describes the scope of work:

"The EDD shall utilize a contractor to work with state staff to perform an operational business process review of the WS program. The review will primarily focus on the WS Benefit Functions, utilization of information technology, training, management and staff development, and performance measurement and tracking in order to improve Customer Service Center and Claims Management Operation practices. This review shall include all aspects of the program including the employer application process, claim filing, continued claims, determinations, appeals, overpayments and adjustment processes"

The EDD said it's using a federal grant to fund this business process assessment.

"The EDD struggles with continuing backlogs in this program particularly during peak seasons. The Contractor must provide an approach to review, rethink and possibly redesign WS business processes to help achieve significant improvements in performance and reduction of backlogs. It must generate new ideas that will assist the EDD to review and create processes to improve performance despite the current limitations such as the lack of staffing due to administrative funding limitations," the bid document says.
