Senate Bill 649 is heading to the Assembly's Appropriations Committee after a 10-0 vote Wednesday in the Communications and Conveyance Committee.
The Wireless Communications Facilities bill would put the placement and leasing rates of small-cell infrastructure into the hands of state officials.
Local-governance supporters have opposed the bill in the past, voicing concerns about exacerbating the digital divide and minimizing local control.
Proponents of the bill see this as a next step toward 5G deployment.
Three Assembly members abstained from voting.
