State Clarifies Requirements for Vendor-Hosted Software Bids

The California Department of Technology has responded to questions from prospective bidders interested in the state’s bid invitation seeking vendor-hosted software for human resources tools for agencies and departments.

The California Department of Technology has responded to questions from prospective bidders interested in the state’s bid invitation seeking vendor-hosted software for human resources tools for agencies and departments.

The answers published Nov. 16 shed light on the state’s intent for this new software vertical and what will be required to submit a responsive bid.

More than one question asked if the state would consider bids that serve only one HR function. The state answered that the state will consider only “comprehensive” HR solutions that provide functionality within several mandatory categories, such as work force management, time and attendance and data extraction.

Although the state is seeking a “comprehensive solution,” the state said its intent “is not to award for a single solution for the entire state. There may be multiple awards for distinct manufacturer products in order to provide State Departments a variety to choose from to best suit their individual department needs.”

The state said resellers and / or manufacturers are welcome to respond to this IFB. Draft bids are due Dec. 4. The notice of intent to award is currently scheduled to occur in January 2016.

This bid could the first of a series of Vendor Hosted Software Solutions (VHSS) the Department of Technology plans as part of its revised approach to the state’s private cloud and its overall cloud strategy. Last week the Department of Technology closed three RFIs for collaboration tools, customer relationship management (CRM), identity management and learning management systems.
