State IT Leaders Share Details on Upcoming Bid Opportunities

Techwire hosted its first industry briefing of 2017 on Wednesday, during which the California Department of Technology (CDT) gave Insider members in attendance an overview of several upcoming business opportunities.

Deputy state CIO Chris Cruz spoke at the event, joined by Peter Liebert, California's chief information security officer and director of the Office of Information Security; CalCloud Project Director Scott MacDonald; and Ben Word, the chief state enterprise architect. Here’s a summary of the future bids the speakers discussed:

  • The state intends to issue an RFP for “track-and-trace” cannabis software this month. Implementation of the new tracking system will be a cross-agency initiative and require cooperation between organizations that will be using the solution.

  • There are currently RFIs on the street for systems integrator vendors for the Department of Consumer Affairs and the Department of Food and Agriculture. The chosen vendor(s) will support the departments in implementing an Accela data platform.

  • The state’s Office of Information Security is in the process of building a new training division. The office will be issuing two solicitations for the effort: one for building out a new training program and another for executing the program for the next fiscal year. While there wasn’t a solid time frame given for the releasing those bids, Liebert said they will be “floated soon.”

  • In addition to the training program, the Information Security Office intends to issue a proposal to facilitate audit program revisions, specifically in building templates of best practices for divisions and agencies, as well as helping with individual processes and procedures of the audit. Liebert said his goal is to have the majority of the revisions completed by July.

  • DOT might seek vendor assistance for transition planning for the data center. Cruz noted earlier in the event that the department will be consolidating the data center and developing a Security Operations Center (SOC), an effort in which the state data center will be integrated into the California Cybersecurity Integration Center program.

  • Liebert said there is a need for interoperability between all the SOC's functions. This effort will likely be carried out in partnership with the Office of Emergency Services, Military Department and CHP.
