Tax Board Looks Ahead to Another Enterprise Tech Project

"EDR2," as the new project is called, should be similar in scope, cost and duration as the original, Franchise Tax Board CIO Cathy Cleek told Techwire.

Gold River, Calif.-based technology services provider PTP is on site at the board, identifying and documenting business processes for EDR2, Cleek said.

EDR2 is scoped to expand case management, modeling and the board's MyFTB customer application. The project also will phase out and replace legacy systems for audit, filing enforcement and collections, according to an analysis of the EDR2 system presented earlier this year to the board. The average age of FTB's accounting systems is more than 18 years old.

The original EDR started in 2011 and concluded in 2016. EDR re-engineered filing and validation processes, enables scanned document imaging instead of paper, improved self-service options through the “MyFTB” online taxpayer folder, and imaged cashiering to speed up payment processing.

The total project cost for EDR was $632 million, according to Cleek. The CGI portion, the project's prime contractor, was $463 million, Cleek said.

EDR is a performance-based project that pays the prime contractor from a percentage of the increased state revenue. Board officials have said they want to use the same compensation model for EDR2.

EDR has resulted in $2.7 billion in additional state revenue to date.

Cleek told the Franchise Tax Board earlier this year that initial planning for EDR2 includes a four-year procurement phase, followed by at least a four-year design, development and implementation phase.

Cleek said last week she doesn't anticipate that major bid opportunities will occur in the near term related to EDR2, in part because the project first must move through the Department of Technology's planning and approval process.
