IT Analysis: 2016-17 Sacramento Budget

Sacramento is working on a Customer Relationship Management (CRM)/311 system upgrade, an enterprise online payments platform, a wireless master plan and more.

The city of Sacramento on Monday unveiled a $961 million citywide budget plan for fiscal year 2016-17, with $11.3 million proposed for its Information Technology Department.

Breaking down the IT department's budget further, $2.1 million would go to the 311 Division, $2.4 million to the Enterprise Applications Management Division, $1.7 million to the Innovation Team Division, $1.6 million to the IT Business Management Division, $885,000 to the IT Regional Support Division and $2.5 million for the Technology Infrastructure Services Division. Sacramento's CIO is Maria MacGunigal.

The budget summary mentions 13 technology initiatives that are underway or planned for the future:

1. Customer Relationship Management (CRM)/311 System Upgrade: The current system has reached its full potential, the city said.

2. Enterprise online payments: This coordinated online payment solution would allow for a “one-stop shopping” experience for customers, reducing the number of online payment systems used.

3. 311 Call Center: Improvements to facilities and equipment, including new dashboards and video technology.

4. Network Infrastructure Upgrade: Replacing 14 core switches.

5. IT security assessment: "A technical assessment of the Police Department’s network will help to identify risk and determine the overall IT security posture of the organization."

6. Paperless Accounts Payable (AP): "The Citywide AP Invoice Automation System will capture paper, fax, email and electronic invoices to convert them into data that may be interfaced to the financial system."

7. Expand Web access.

8. Smart City Fiber/Wireless Master Plan: "The exploration and development of a Wireless Master Plan would leverage infrastructure assets (e.g., fiber, buildings, poles, conduit, towers) to be used strategically to build a public-private wireless network that would provide cost-effective wireless Internet services in Sacramento."

9. Records Management Systems: Implementing a Citywide Records Management Module within the City’s Content Management System (CCM) will support the city's records retention policy, Sacramento said.

10. 311 Parking Enforcement Dispatch: Sacramento is moving the parking enforcement request into the city's 311 call center.
