IT Analysis: City of Fresno FY 2017 Budget

Fresno proposes to spend $3.1 million for acquisition, deployment and year-one maintenance costs of a Land Management System (LMS) that will replace a legacy system.

The city of Fresno unveiled a $1.1 billion budget plan (.pdf) for fiscal year 2017 on Tuesday that includes planned spending on new technology systems.

LMS will be utilized for the city’s permitting, mapping, planning and development processes, and will interface with the city's finance and billing systems.

Fresno also is building a reserve fund that eventually will be spent to replace its PeopleSoft Financials and PeopleSoft Human Capital Management systems, which the city says is a multi-million dollar project. The system replacement fund is $2.3 million, according to the city.

Among numerous other IT expenditures, Fresno plans to purchase a Web Application Firewall, an enterprise licensing agreement for GIS software, and a "security device" for intrusion detection on the city's network.

Mayor Ashley Swearengin and City Manager Bruce Rudd introduced the budget during a press conference at City Hall on Tuesday.
