CalPERS Seeks Data Security and Analysis

The California Public Employees’ Retirement System is looking for a health-care data warehouse and an analytical-services provider.

The RFP is for two service providers, and bidders can bid on one or both services. The agreements will be for approximately five years, most likely from mid-2018 to late 2023. The vendor or vendors will provide a dedicated account management team, oversight and technical support. If a vendor provides only one service, it must demonstrate interoperability with the other service's vendor.

The Data Warehouse Operation and Maintenance Service provider will have to receive, host, extract, mask and recover health-care data according to HIPAA guidelines. Currently, CalPERS' warehouse already holds more than 1 billion records and the vendor must be able to manage up to 3 million current and historic records a month. This includes claims, pharmacy and laboratory data. The vendor is responsible for the security of all data.

The vendor must also transition and then perform a post-implementation audit on all data after the transition to the new warehouse.

The analytical services provider will manage services for projects undertaken by CalPERS using the health data in the warehouse. This will include reports, summaries, modeling, forecasts and analyses. Data may also be added from other departments such as Medicare, Medicaid, Office of Statewide Health Planning and Development or academic studies.

Disease management program participation and cost impact of health benefit changes will be analyzed by the vendor. The vendor will also monitor health program statuses by demographic segments and compare against state or national benchmarks.

These analyses will result in scoring health-care utilization risks and part of the analysis will be to protect from fraud. Identifying trends across CalPERS' population will also be important. 

Together, the data and the analysis of it will assist CalPERS in recognizing best prices for health-care providers and fraud risks.
