CWDS Increases Job Openings

The Department of Child Welfare Digital Services has a significant number of job openings available right now, following an internal “ramp-up” of their move to an agile platform, according to CWDS Deputy Director for the Office of Systems Integration Tony Fortenberry.

Child Welfare Digital Services has a significant number of job openings available right now, following an internal “ramp-up” of their move to an agile platform, according to CWDS Deputy Director for the Office of Systems Integration Tony Fortenberry.  

The team at CWDS during the initial stages of the pivot to agile was intentionally kept small, Fortenberry said, but these job openings represent just the first — and largest — of the hiring blocks that will be made at the department for the Child Welfare Services - New System (CWS-NS) agile project. “We purposefully kept it in the first year to a modest size, and we are now ramping up [the project] to its intended size,” he said.

The jobs currently available are:

  • Quality Assurance Engineer
    • Will be responsible for design and development of advanced test suites and test strategies on supported platforms and languages. Two positions available.
    • $6,000-$7,900
  • Security Integration Specialist
    • Will serve in a lead capacity for security integration as the technical specialist for CWDS systems development activities. Expected to provide support for multiple agile development teams focusing on ensuring that the state and federal information security and privacy laws and policies are integrated into every phase of the development activities.
    • $5,500-$7,200

  • Security Incident Specialist
    • Will monitor security and infrastructure applications, review and analyze all security-related alerts and events, and perform remediation and triage on security incidents.
    • $5,000-$6,600

  • State and Federal Reporting Analyst
    • Will help develop state and federal information technology control agency documents to secure IT project approval and funding for CWDS and write periodic reports required by the Legislature, state, federal and other control agencies.
    • $6,000-$7,900

  • Project Management Lead/Scrum Master
    • Will perform team lead duties in support of the CWS-NS Project, support project management processes and ensure that project management activities are conducted in accordance with plans, Office of Systems Integration (OSI) best practices and agile standards. Will handle the most complex IT projects and provide a strong link to the project’s other scrum masters and service teams. Two positions available.
    • $6,000-$8,200
  • Procurement and Contract Management Supervisor
    • Will act as a project leader on procurement and contract management activities, focus on the day-to-day activities of the Procurement and Contract Unit, be responsible for meeting business goals, and perform decision-making at the operational level.
    • $6,500-$8,600
  • Procurement and Contract Management Analyst
    • Will act as a project leader on complex procurement and contract management activities on behalf of CWDS.
    • $6,000-$7,900
The CWS-NS project is considered a “demonstration” project to not only the rest of the state, but nationally, said Fortenberry, for the use of agile methodologies and hiring multiple vendors to develop the software, rather than one vendor as is typical.

State workers will be working alongside contractors to learn as they develop the project, Fortenberry said.

“This represents an investment into the state workforce,” he said. “The overall project is no more expensive than other like projects, we’re just making different choices about how to spend our resources, and we’re demonstrating that you can invest into your own workforce.”

The OSI, which oversees the CWDS project, is also focused on filling IT positions. OSI will hold an IT Career Fair on Friday from 10 a.m. to 2 p.m. The event will be held at the CWDS office at 2870 Gateway Oaks Drive, Sacramento, Calif., and will include a computer lab to ease the state application process.
