Department of Conservation's WellSTAR is on Time, on Budget, on Track

After almost a year in the works, the Well Statewide Tracking and Reporting project, a Department of Conservation effort to meet legislative requirements under SB 4 and 1281, is on track.

After almost a year in the works, the Well Statewide Tracking and Reporting project, a Department of Conservation effort to meet legislative requirements under SB 4 and 1281, is on track.

The project is considered a "medium criticality" program under the Department of Technology and is therefore tracked on the Independent Project Oversight Report by CDT.

SB 4 regulates how companies can use hydraulic fracturing, or fracking, around oil and gas wells; while SB 1281 regulates the use and reporting on the hydraulic fluid from fracking. The WellSTAR project would create an electronic management system for those records.

The tracking system is estimated to cost up to $69 million and should be done around July 2020. According to the last reporting period, at the beginning of November, it is on track because:

  • The overall project health is satisfactory
  • Processes to present or escalate items to the steering committee exist
  • The steering committee is empowered to respond
  • The project is on schedule for Release 1-3
  • The project is on budget and on track according to the scope
  • Risks, defects and resources are all properly managed
