Firm Selected to Support Electronic Benefits Project

Propoint Technology will provide task and risk management, support database migration, provide project management support, assist in readying counties for the transition, support interface development and provide other support services on the project. The contract will last two years, with an optional eight-month extension, and has a maximum total value of no more than $4.45 million, according to the bid documents.

The Office of Systems Integration has selected Sacramento-based Propoint Technology Inc., to support the enhancement of California's Electronic Benefits Transfer system and transition to a new prime vendor.  

The California EBT 3 Project will include enhanced services for the program that currently provides access to cash and food benefits to more than 2 million Californians annually. Work will start next month as the state prepares to move from incumbent vendor Xerox to Fidelity National Information Services Inc., after the state recently announced the new firm based in Jacksonville, Fla., won the $168 million services contract. 

The new system will include an expanded website, mobile applications and an expanded data warehouse application that supports the use of predictive analytics to detect fraud, waste and abuse, according to the state. It will also develop the Women, Infants and Children benefits program into the electronic EBT system — called eWIC — as the state also implements the parallel project eWIC management information system for eligibility.
