Louis Carr Jr., chief information technology officer for the Los Angeles Department of Water and Power, will be the subject of Tuesday’s Techwire virtual briefing.

Carr, who joined LADWP in November, oversees his department’s critical IT systems and infrastructure, cybersecurity and system integration.

Carr has nearly 30 years of IT experience, including planning, developing and implementing information business solutions and supporting innovation. He comes to LADWP from Clark County, Nev., where he had been CIO since 2013. Before that, he was CIO for the Texas Department of Transportation, CIO for the city of Arlington, Texas, and deputy CIO for the city of Las Vegas.

Carr’s expertise includes IT strategy, enterprise content management, enterprise resource planning, cloud management, financial and vendor management, and IT operations.

Among the topics Carr will address in the teleconference will be how operating a utility differs from other public entities.

The briefing, which is expected to run about an hour, will be led by Dennis Noone, managing editor of Techwire.

In September, Techwire held a briefing with the CIOs from Alameda, Ventura and San Joaquin counties in which they discussed cybersecurity, recruitment and stakeholder engagement. A recording of that briefing is available online for Techwire Insiders.
