Board of Equalization Names Chief Technology Officer, Executive Director

The Board of Equalization has hired Chris Caietti as its chief technology officer. Caietti previously was the project director of the CalSTRS Pension Solution Project.

Caietti replaces Eric Steen, who returned to the private sector in September.

As part of his duties at the Board of Equalization, Caietti will be the project director of the Centralized Revenue Opportunity System (CROS). The procurement team is evaluating bid proposals for the $308 million project.

"The announcement was made following closed session at the Board’s March 30, 2016 meeting. Chris has more than 28 years with the state in the information technology, strategic planning, and project management fields," a statement from BOE said.

The CROS project’s objectives "are to replace legacy mainframe-based revenue and collection management systems with an integrated tax system that streamlines business processes, improves and expands online services to customers, and uses business intelligence to increase revenue opportunities."

Under the terms of the project, the contractor will be paid from a portion of the revenue generated by CROS, up to a fixed amount. The state estimates CROS could generate an additional $200 million in revenue for the state annually.

Caietti formerly was director of the CalSTRS project management office and IT program manager at the California Lottery. He's an alumnus of California State University, Sacramento, and the Lorenzo Patino School of Law.

The Board of Equalization also named David Gau as the board's executive director. He most recently was chief deputy director at the BOE. Gau succeeds Cynthia Bridges.
