Department of Motor Vehicles CIO Retiring

Stacy Cockrum, the California DMV's CIO and deputy director of the Information Systems Division (ISD), is retiring in December and the DMV has named his replacement.

Stacy Cockrum, the California DMV's CIO and deputy director of the Information Systems Division (ISD), is retiring in December and the DMV has named his replacement.

Rico Rubiono will become deputy director of ISD effective Dec. 19, according to a memo from DMV director Jean Shiomoto.

"Rico has a wealth of technical knowledge and 25 years of experience from ISD, prior to his appointment as the deputy director of the Communications Programs Division (CPD). Specifically, Rico served as the Branch Chief of ISD's Information Technology Services Branch and he is a graduate of DMV's Executive Leadership Academy."

Rubiono has worked on the upgrade of the telephone platform used in the DMV's call center and the expansion of self-service terminals in DMV field offices, Shiomoto wrote.

Shiomoto appointed Cockrum CIO in February 2014 after the departure of Steve Westerman. Cockrum worked in several positions at DMV, including budget manager, chief of staff and chief of the Customer Information Branch.

DMV continues to work on a wide range of IT projects, including a Centralized Customer Flow Management and Appointment System, an Automated Knowledge Testing Expansion System, ongoing development of its new Security Operations Center, and the expansion of self-service terminals in locations statewide.
