Department of Technology Procurement Chief Retiring

Marnell Voss, deputy director of the California Department of Technology's Statewide Technology Procurement Division (STPD), is retiring effective March 2, Techwire has confirmed. She has been in the role for three years, since March 2014.

Marnell Voss, deputy director of the California Department of Technology's Statewide Technology Procurement Division (STPD), is retiring effective March 2, Techwire has confirmed. She has been in the role for three years, since March 2014.

Voss has worked for more than two decades as a state employee in positions of increasing responsibility with the Department of General Services (DGS), California Correctional Health Care Services, and the Department of Technology.

As deputy director, one of Voss’ responsibilities was partnering with the Department of General Services on IT policy and procedures, and defining procurement-related responsibilities between the two departments, as procurement authority for telecommunications and large "non-delegated" IT projects was moved to the Department of Technology from DGS.

During her tenure, Voss was involved in a wide range of efforts, such as the formation of a new procurement task force and then an IT Vendor Advisory Council, the creation of a new approval process for big IT projects, and initiatives to streamline procurement and IT general terms and conditions, as well as ongoing talks about vendor performance and accountability measures.

In 2014 the State Personnel Board approved the Department of Technology's request to elevate the deputy director of its Statewide Technology Procurement Division to a Career Executive Assignment (CEA), a move officials said would give the position more authority and enable more interagency collaboration as the state continues to revamp its IT procurement processes.

CalHR is currently advertising to find a replacement for Voss. Applications close Feb. 28.
