Vendor responses are due June 21 by 3 p.m.

On Thursday, May 25, California’s Office of Systems Integration (OSI) released a Request for Information (RFI) to determine the level of potential bidders for an upcoming Request for Proposals (RFP) to maintain the California Healthcare Eligibility, Enrollment and Retention System (CalHEERS). Vendor responses to this RFI are due June 21 by 3 p.m.

CalHEERS is the automated and consolidated system to help Californians research, check availability for, purchase and enroll in health coverage according to Affordable Care Act of 2010 standards. The project went live on Oct. 1, 2013 after 15 months of work and interfaces with the Electronic Health Information Transfer under the Statewide Automated Welfare Systems. It serves more than 1.7 million Californians enrolled in Covered California.

The intended term of the next contract is seven (7) years with the option of three (3) one (1) year extensions.

OSI is requesting vendor submissions to include response to the RFI questions and narrative outlining the vendor’s business focus, areas of expertise, any credentials relevant to the RFI, as well as any experience the vendor may have doing business with the State.

RFI responses should also indicate a company’s interest in bidding on an upcoming CalHEERS RFP or the reasons the company would not. Experience working on solutions that are public-facing, available 24 hours a day, seven days a week and subject to seasonal demand should also be detailed in the response.

Vendor experience relevant to the RFI should be described and documents or information necessary to take over the system should be included. Description of solution maintenance plans and methodologies, as well as experience stewarding a system that is a partner interface with a government, is also essential. Vendors are also requested to describe experience working with government and any emerging technologies that OSI should consider for the system.
