Chris Cruz, Chief Deputy Director and Deputy State CIO California Department of Technology
Mr. Cruz is a progressive and dynamic visionary leader with more than 20 years in the information technology (IT) field.
As the Chief Deputy Director of the California Department of Technology (CDT) and Deputy State Chief Information Officer (CIO), Mr. Cruz serves in a dual position. He provides co-executive leadership for nearly 1000 staff, manages executive level governance, provides oversight to 134 CIOs within the Executive Branch, oversees an operating budget of $300 million and has co-statutory responsibility for California's $3 billion IT project portfolio. He also has co-responsibility for setting the state's strategic policy direction for IT and for developing the IT Strategic Plan.
Prior to his appointment at the CDT, Mr. Cruz served as the CIO for the California Department of Health Care Services (DHCS) from 2010-2015. He had broad responsibility and provided strategic and tactical direction with a $150 million IT infrastructure budget and an IT project portfolio of over $1.3 billion.
Mr. Cruz was recognized as one of State Scoop's 2016 Top 50 National State Government Leaders, received the 2015 Nation's top 25 Doers, Dreamers and Drivers Award by Government Technology magazine, the 2013 Best of California Demonstrated Leadership in Management of IT Award, the 2011 Outstanding CIO Leader Award, the 2010 Innovation and Vision Award, and the Center for Digital Government's 2009 Outstanding CIO Leader of the Year Award.
Mr. Cruz earned a Bachelor of Science degree in business management from California State University at Sacramento and has a certification from the University of California Davis Master's Program in Leadership Excellence.
Jennifer Sommercamp, Sr. Director of IT Program Delivery at Blue Shield of California
Jennifer Sommercamp is currently the Sr. Director of IT Program Delivery at Blue Shield of California, leading teams in developing, enabling & driving sustainable IT solutions that enable Blue Shield of California's strategy. She has 15+ years experience leading IT organizations in portfolio & project management, technical delivery and organizational change. She is passionate about IT establishing strong, meaningful relationships with business partners, allowing teams to create IT products that meet the needs of the organization. Jennifer specializes in assessing organizational capabilities; understanding current strengths and challenges to put forth a vision and plan to enable successful functional development and execution. She is a co-chair for the Women Lead to Excellence employee resource group, that engages men and women to advocate for and support the development and success of women leaders at all levels through promoting a culture of diversity and inclusion for all.
Roy Mathew, Principal, Deloitte Consulting
Roy Mathew is a partner in Deloitte's Technology Strategy practice focused on Digital Transformation, Shared Services and IT Cost Reduction across various Public and Private Sector organizations. He has provided a wide range of IT services to clients in the High Tech, Media, Healthcare, Financial Services, Consumer Business and Public Sector industries. He is actively involved in developing the firm's capabilities in digital transformation, business process reengineering, and operational performance improvement. He has presented at numerous conferences and events on these topics. Roy holds a Master's degree in Engineering from Stanford University and a Bachelor's degree in Engineering from Georgia Institute of Technology.
