2 Key State Agencies Recruiting for Executive Leadership Roles

One of the positions is in information security, and the other is in business technology and project management.

Two key state agencies are recruiting for executive leadership positions, one in information security and the other in business technology and project management.

The Franchise Tax Board (FTB) is seeking to fill a role (Career Executive Assignment) that has several components: bureau director and chief security officer for FTB, and information security officer for the California Government Operations Agency (GovOps).

This executive, who reports to the chief of the Administrative Services Division, directs the department’s Privacy, Security, and Disclosure Program and serves as the department’s chief security officer, receiving technical guidance from the chief information officer (CIO) on IT policy matters. The job posting notes that the incumbent also reports to the executive officer “on the most critical and sensitive matters impacting the department,” is a member of the department’s senior management team and chairs the Privacy and Security Action Committee.

“The incumbent is responsible for developing and implementing information security, physical security and privacy policies,” the duty statement says. “The incumbent also develops policies to protect confidential data owned by the department. The director will have interactions with both internal and external entities in the development of security and privacy policies, processes and procedures. This position also serves as the information security officer (ISO) for the Government Operations Agency.”

Responsibilities of the position include:
  • Researches and evaluates existing and emerging technology, methodologies and industry best practices to keep abreast of appropriate information security and privacy controls in order to make viable policy recommendations. (30 percent)
  • Identifies security risks and recommends appropriate security measures that will help executive management understand the risks and the need to reduce them to acceptable levels. (20 percent)
  • Acts as the subject matter expert on data information and privacy issues. Identifies, reviews and makes policy recommendations to the executive officer and/or the Executive Management Team regarding sensitive and emerging data information and privacy issues and recommends appropriate courses of actions. Identifies information security and privacy weaknesses and proposes solutions to appropriate project, IT or program management. (20 percent)
  • As chair of the Privacy and Security Action Committee, the incumbent advises executive, business and IT management on security plans, operations and metrics to ensure the information security program adapts to the evolving business needs of the FTB. (10 percent)
  • Consults with and provides recommendations to the CIO on policy matters that pertain to the protection of all IT resources and information from unauthorized use, access, modification, loss, or destruction, or disclosure. Represents the department with federal, state and other stakeholders on security, privacy and disclosure issues. Represents the department on any external committees regarding data information and privacy. (10 percent)
  • Responds to written and verbal inquiries from department management and external parties on security, privacy, disclosure or resolution management issues. Performs special assignments or projects for the executive officer, CIO, and/or the Administrative Services Division chief on matters dealing with privacy, security and disclosure. (10 percent)
The monthly salary range for this position is $7,781 to $18,310, and the application deadline is Oct. 21.

The Department of Toxic Substances Control (DTSC) is recruiting for a chief (IT Manager I) of the department’s Business Technology Unit and Project Management Office.

The chief reports to the chief information officer and is responsible for the management of the department’s IT project portfolio, acquisition and budgets, and has duties in two areas: IT project management and business technology management.

Responsibilities of the position, according to the duty statement, include:

  • Provides oversight and management of all phases of IT project management and system development life cycles to ensure efficient and effective delivery of IT products, services and systems. Manages the testing, development, implementation and administration of a departmentwide IT project management life cycle and process; a formal project initiation and approval process; project management best practices; standard departmentwide project management tools; performance measures for project managers; and IT standards. (30 percent)
  • Manages DTSC IT project portfolio to ensure alignment with the department’s vision, mission and strategic plans. Sets goals and objectives for ensuring IT solutions and projects meet business needs by developing plans of action and procedures to achieve objectives. Directs the analysis, design, development, implementation, maintenance and user training support for DTSC IT solutions and systems. (25 percent)
  • Directs the day-to-day operations of the Business Technology Unit and Project Management Office through the planning, organizing, directing, and scheduling of operations and functions for overseeing business technology management, operations, and IT projects. Sets operational priorities, balances workloads and ensures excellent customer service through the efficient and effective delivery of IT product, service and/or system. (20 percent)
  • Researches and evaluates current and new technology and trends to develop a departmental information architecture road map. Researches current and short-term technology needs and identifies industry trends and best practices. Collaborates with the CIO, chief technology officer, information security officer, the California Environmental Protection Agency’s information security officer and agency chief information officer (AIO) to ensure alignment with agency shared services and statewide information security initiatives, and leads and participates in security planning sessions. (15 percent)
  • Administrative duties (5 percent) and team leadership. (5 percent)

The position has a monthly salary range of $8,381 to $11,231, and the recruitment will continue until the position is filled.
