2 Key State Agencies Recruiting for IT Specialists

One department is seeking an expert in organizational change management; the other is recruiting for someone with wide expertise including system architecture, security, planning and system support.

Two key departments in state government are recruiting for IT specialists.

The state Department of Alcoholic Beverage Control is recruiting for an organizational change manager (IT Specialist I) to create and implement change management strategies within the department. The organizational change manager (OCM) would lead the business and IT staff of the state Department of Alcoholic Beverage Control (ABC) in developing “cross-functional policies and procedures” and, under the direction of the IT Manager I, would work to enhance employee adoption of change in business processes and procedures while seeking to minimize resistance.

“The OCM partners with state project managers and plays a key role in ensuring projects (change initiatives) meet objectives on time and on budget by increasing employee adoption and usage,” the job posting says. “This position requires the incumbent to be skilled in process engineering to support product adoption, able to develop and deliver executive level presentations, and have experience with modern audio/video technologies.”

Applicants will be rated on their ability to:

  • Perform research and data gathering
  • Analyze information and evaluate results to choose the best solution and solve problems
  • Utilize reporting tools to develop and analyze statistical reports
  • Interpret and explain technical information to non-technical individuals
  • Proficiently use computers and productivity software
  • Understand and align technology proposals with business needs
The position has a monthly salary range of $5,297 to $8,570, and the application deadline is April 21.

The California Department of Justice is recruiting for an IT Specialist II to “architect, install, test, modify, evaluate and maintain complex computer systems” and to serve as “the ultimate technical authority” within the department’s and acts as the technical mentor to other administrators within the California Justice Information Services Division, Technology Support Bureau, Strategic Transport & Technology Services Branch, Server & VMware Administration Unit.

“Incumbent formulates strategic planning activities and acts as a consultant to other application staff, network staff, system administration staff, vendors, and agencies as the recognized technical specialist for the Department’s Windows/Virtualization environment,” the job posting says. “Incumbent also participates as the top independent technical specialist in the analysis and planning of computer systems installations and enhancements for in-house and external clients.”
Desirable qualifications include:

  • Ability to analyze and evaluate complex software products for applicability and use for services hosted by an organization
  • Current professional experience in scripting (BASH, Python, etc.)
  • Current professional experience in installing and configuring Linux operating systems
  • Current professional experience in server hardware and with Linux/UNIX operating systems
  • Current understanding of and experience in virtualization technologies
  • Experience with Microsoft Office products
  • Knowledge of Application Server, Database and Webserver technologies
  • Knowledge of Network Information Security
  • Professional experience providing technical advice for planning and/or architecting environments with Linux/UNIX type systems for projects, including possible supporting technologies such as external firewalls, Windows servers, COTS products, etc.
  • Strong ability to perform analysis to determine system efficiency and make recommendations for changes to optimize system performance
  • Strong ability to troubleshoot infrastructure hardware and software problems
The position has a monthly salary range of $7,014 to $9,399, and the application deadline is April 22.
