2 State Agencies Seek to Fill Key IT Jobs

The roles include deputy director, information security analyst, and contract and procurement specialist.

Two state agencies are recruiting for IT specialty positions, including one opening for a deputy director.

The Financial Information System for California (FI$Cal) is seeking a Deputy Director for Business Operations and Solutions, a Career Executive Assignment (CEA) position. The deputy director “will provide guidance and direction on FI$Cal system functionality and the state’s financial management processes,” the job posting says. “In addition, this position will oversee the consultation and education for FI$Cal customer departments and to assist them with month-end and year-end close activities.” The incumbent also will direct the work of FI$Cal’s Functional Services Office and On-Site Support Office. The following qualifications are desired:

  • An understanding of the vision, goals, and objectives for the Department of FI$Cal.
  • Knowledge of principals of project management and complexities of business transformation projects when implementing an Enterprise Resource Planning (ERP) solution.
  • Broad experience developing and implementing well-informed administrative policies and procedures on a timely and economical basis.  
  • Broad experience planning, managing, and supervising the collection of business requirements identified by analysts.
  • Strong leadership and management team experience demonstrating an ability to set goals and expectations, encourage growth and initiative at all levels, and use of sound judgment in managing staff within a multi-disciplinary organization.
  • Broad experience managing or supervising the full range of financial management functional business areas, including one or more of the following: accounting, budgeting, cash management, and procurement.
The monthly salary range is $10,360 to $12,341, and the application deadline is Dec. 13.

FI$Cal is also recruiting for an Application Support Specialist (IT Specialist I) who will serve as “a technical expert to analyze, design, develop, implement, document, debug and support the customizations for the Financial Application Services Section within Information Technology Division,” according to the job posting. “The ITS I works independently, providing enterprise-wide application development support of the system reports, interfaces, conversions, enhancements, and forms (RICEF) and application security configuration within the FI$Cal Enterprise Resource Planning (ERP) System. The ITS I is also responsible for troubleshooting production application issues, performing root cause analysis and implementing solutions to fix application defects.”

The incumbent will have:

  • Experience in Application development and support for large-scale systems in the public sector.
  • Good knowledge of PeopleSoft or other ERP Technologies.
  • Advanced knowledge of Systems Development Life Cycle (SDLC), and best practices for systems analysis, design, development, implementation and support.
  • Experience in PeopleSoft application design and development.
  • Knowledge of integrations with Hyperion and Business Intelligence.
  • Functional knowledge of one or more modules in PeopleSoft Financials.
The position has a monthly salary range of $5,297 to $7,099, and the application deadline is Dec. 17.   

And FI$Cal is also recruiting for an Information Security Analyst to support the Security Architect/Lead Security Program Analyst within the Enterprise Security Services Office (ESS), Security Program Management Section. “The incumbent will independently and as part of a team perform in-depth security reviews on new FI$Cal system components, identifying risks and providing recommendations to management for mitigation,” the job posting says. “The ITS I is responsible for administering the Information Security & Privacy Awareness Training Program in alignment with FI$Cal’s enterprise security requirements as well as federal and state laws, regulations, standards and industry best practices. Duties involve but are not limited to Information Security Governance, Risk and Compliance Management and Information Security Privacy & Awareness Training.”

Desirable qualifications for this position include:

  • Advanced knowledge of information security principles, policies, standards and procedures.
  • Advanced knowledge and understanding of federal, state, and data center policies, standards, and requirements.
  • Knowledge of project management scheduling, plans, procedures, and processes.
  • Knowledge of state governmental functions and organization.
  • Knowledge of IT infrastructure principles and best practices.
  • Ability to analyze data and situations, reason logically and creatively, identify problems, draw valid conclusions, and develop effective solutions.
  • Ability to apply creative thinking in the design and development of methods of processing information with information technology systems.

The California State Teachers’ Retirement System (CalSTRS) is seeking candidates for two significant positions — Manager of Business Intelligence and Data Services (IT Supervisor II), and an IT Contract and Procurement Specialist (IT Specialist I).  

The manager position is in the Enterprise IT Solutions and Innovation Division. The incumbent will supervise database administration teams responsible for Microsoft SQL Server and mainframe (ADABAS) databases to support operational and strategic projects and enterprise applications, including the CalSTRS pension administration system. “The incumbent is also responsible for managing and overseeing Business Intelligence and Data Warehouse (BI/DW) services,” the job posting says.

The Enterprise IT Solutions and Innovation Division “works in collaboration with the Project Management, Infrastructure and Operations, Enterprise IT Governance and CalSTRS business areas in the delivery of quality solutions that meet or exceed the business needs of CalSTRS. This division manages and provides oversight to Solution Services, START Solutions Development and Web Solutions Development Units.”

The position has a monthly salary range of $6,917 to $9,268, and the application deadline is Dec. 10.

CalSTRS is also seeking an IT Contract and Procurement Specialist (IT Specialist I) to manage and provide oversight to IT Administrative Support & Contract Management and Enterprise Architecture units within the Technology Services Branch, which comes under the Enterprise IT Governance Division.

“Under the direction of the manager of Technology Services’ Contract, Vendor and Asset Management, the Information Technology Specialist I is responsible for working independently to understand the technical nature of the vendor’s business and services and building working relationships to ensure CalSTRS’ business needs are met,” the job posting says. “The incumbent utilizes knowledge of IT hardware, software and architecture components to develop and define technical requirements and limitations for Service-Level Agreements (SLAs), Operational Level Agreements (OLAs) and assessment tools to measure and improve vendor performance, which includes IT products and/or services. The incumbent analyzes and evaluates IT services and provides metrics to ensure services and products provided meet CalSTRS needs and recommend opportunities for improvement when deficiencies are identified.”
