3 State Agencies Recruiting for Influential IT Roles

The agencies that are recruiting handle technology, health care and procurement. The application deadlines for all three roles are soon.

Three state agencies — dealing with technology, health care and procurement — are recruiting for IT leaders.

The Department of Health Care Services (DHCS) is looking for a “highly skilled, innovative, strategic, and exceptionally motivated leader” to serve as the chief (Career Executive Assignment) of the Operations Division of the California Medicaid Management Information System (CA-MMIS), within the department’s Program Operations, according to the job posting.

“This position is a member of the DHCS executive staff and part of the Program Operations executive team,” the job posting notes. “The CA-MMIS Operations Chief is responsible for the overall administration, oversight, and monitoring of DHCS’ Medi-Cal Fiscal Intermediary (FI) significant contracts for Business Operations (Bus Ops) and Information Technology Maintenance and Operations (ITM&O). The Bus Ops vendor supports Medi-Cal by providing provider and member services, including the Medi-Cal Telephone Service Center, provider training, and processing claims and treatment authorization requests. The ITM&O vendor maintains and operates the existing legacy CA-MMIS, the primary system used to process approximately $24 billion in medical fee-for-services claims and specialty payments annually. … The successful candidate will have the ability to build strategic partnerships with program partners, providers and their associations, and other stakeholders; build strong teams; and contribute at the executive level to the strategic planning and development of the Program Operations organization."

The California Department of Technology is recruiting for an IT security auditor (IT manager I) to serve as part of a statewide Information Security Audit Program team. The incumbent, according to the job posting, is responsible for “timely execution of high-quality information system security audits of state agency technology infrastructure and information security programs, business application systems, and significant projects to validate requisite information security controls are in place and are working as intended.” Desirable qualifications include:

  • It is highly preferred that the incumbent possess and maintain one or more of the following professional security industry recognized certifications: The Certified Information Systems Auditor (CISA) certification is preferred; other certifications in information security or auditing such as Certified Internal Auditor (CIA),Certified Information Security Manager (CISM), Certified in Risk and Information Systems Control (CRISC) or Certified Information Systems Security Professional (CISSP) other audit certifications are also desirable.
  • Extensive knowledge of federal and state information security policies, standards, principles, practices and frameworks. (SAM 5300 - NIST 800-53).
The position has a monthly salary range of $8,016 to $10,742, and the application deadline is Sept. 7.

The Department of General Services (DGS), which oversees much of the state’s procurement in addition to other business functions, is recruiting for a business analyst (IT specialist I) to serve as a lead IT business analyst for complex IT system problems. The incumbent, according to the job description, “independently leads complex system studies, elicits requirements, analyzes issues and provides IT solution recommendations.” The incumbent will also serve as a subject matter expert on DGS’ IT systems and is responsible for the administration, maintenance, monitoring and security of DGS’ network infrastructure.

The position has a monthly salary range of $5,562 to $8,999, and the application deadline is Sept. 11.
