State agencies are recruiting for a variety of responsible positions, including a section chief, an integrator, specialists and a quality assurance expert.

The state Department of Health Care Services (DHCS) is seeking a section chief (IT manager I) for Medi-Cal Dental Contract Oversight Integration, Service Management and Medi-Cal Dental Services.

DHCS “is at the forefront of technical innovation with the modernization of its CA-MMIS (California Medicaid Management Information System) Operations,” the job posting notes. “New and exciting challenges arise from a variety of technology endeavors and organizational changes. CA-MMIS’ success depends on staff’s ability to find intelligent, creative, and sustainable solutions through teamwork and cooperation.

“IT oversight of the California Dental MMIS (CD-MMIS) recently transitioned to CA-MMIS Division,” the posting adds. “CD-MMIS is a mission critical, large, highly automated, complex, and interrelated legacy data processing system, operated through a series of strategic vendor partners including multiple Fiscal Intermediary (FI) contractors.”

Candidates “must possess a thorough understanding of project management principles and have the IT technical expertise for managing multiple enterprise-wide multiple IT efforts simultaneously.” The section chief is responsible for the overall management of all IT aspects of CD-MMIS maintenance, operations, and system change projects. That includes giving direction to state and contract staff procured to develop, manage, and implement system changes through existing service and project management frameworks.

The California Department of Public Health (CDPH) is recruiting for a lead technical specialist and integrator (IT specialist II) for the department’s IT Operation Center. The position reports to the chief technology officer of the Information Services Technology Division, and the incumbent is “responsible for the holistic management and monitoring of the CDPH surveillance network and systems,” according to the job posting. The specialist will help CDPH centralize and improve departmental IT operations to prevent, detect, and respond to service disruptions.

The incumbent “will perform duties in the organizational governance, processes, functions, skills, resources, metrics, and tools necessary ensure IT service continuity,” the posting states. The specialist “will exercise a high degree of independence and proficiency in troubleshooting, problem solving, handling and resolving the most challenging and difficult IT operation issues that are time-sensitive and publicly, politically visible.”

CDPH is also seeking a systems management engineer (IT specialist I) to serve “as a high-level technical specialist on complex assignments,” with responsibility for providing IT support to CDPH. “This includes overall installation, maintenance, and administration of IT resources in support of a centralized IT environment,” the job posting says. The engineer “independently prioritizes their work and resolves technical hardware/software and connectivity issues,” with duties in the Client Services and System Engineering domains.

The California Department of Technology is seeking a Service Desk specialist (IT specialist I) to perform “advanced system troubleshooting and network analysis, coordinating incident resolution efforts with internal service teams and external vendor staff, and using multiple system utilities to obtain and analyze environment data,” the job posting states. This position requires “extensive experience with mainframe systems and/or servers, networks and associated system applications, utilities and monitoring software.”

The State Controller’s Office (SCO) is recruiting for an IT specialist I to lead projects and perform activities related to the Project Approval Lifecycle (PAL), Project Management Lifecycle (PMLC), and System Development Lifecycle (SDLC).

“Due to the temporary nature of projects, the workload performed by the incumbent may encompass the role of lead business analyst on larger projects, and on smaller projects, the responsibility for project planning tasks,” the job posting states. The incumbent “must demonstrate the highest level of expertise in business systems analysis techniques and SDLC practices, competency in project management principles, and an understanding of customer service concepts. California Correctional Health Care Services is seeking a quality assurance tester (IT specialist I) who demonstrates “an in-depth understanding and level of expertise of software engineering to perform a wide variety of tasks requiring regular innovative problem-solving.” Additional resources include support application testing for enterprise initiatives, projects and other units in the organization, according to the job posting.
