State agencies are recruiting for a variety of specialty and leadership roles in technology.

The California Department of Motor Vehicles is recruiting for an assistant deputy director/branch chief (Career Executive Assignment) who will function as the chief technology officer for DMV’s Infrastructure Branch, reporting to the department’s chief information officer. The CTO “is responsible for developing and implementing departmental strategies related to the DMV’s current and future infrastructure statewide operations,” the duty statement says, “including establishing policies and standards related to hardware, software, telecommunications, service delivery and data networks.”

Additional duties, according to the duty statement and job posting, include:
  • Plan, direct, coordinate and manage the activities of a large technical and professional staff, including the administration, performance monitoring and tuning, and operations of staff resources provided by DMV’s managed service providers.
  • Collaborate with (Information Systems Division) staff and business management in developing strategic and tactical plans for DMV’s information systems, with consideration for the convergence of legacy systems and modernized technologies. Act in a consultative role to DMV executive management in recommending and educating the department on the Systems Development Life Cycle (SDLC), business and systems analysis, requirements gathering, documentation, technology and best practices.
  • Make recommendations on departmental initiatives, policies and standards to the ISD deputy director/CIO in support of department goals and objectives. Work closely with the chief information security officer to ensure that departmental standards and architecture follow industry standards.
  • Provide project governance and oversight for the implementation of mission-critical IT renovation projects. Participate as a member of the department’s IT steering committee and serve as an adviser to executive staff and senior business managers related to IT initiatives and issues.
  • Represent the department before control agencies and legislative bodies in defense of proposed projects and planned activities as an IT subject matter expert. Participate in and oversee the division’s budgeting process, including making recommendations for budgeting estimates, the procurement of services, training and/or necessary equipment. Provide general direction and management of state and contracted resources related to infrastructure support and operations.

The monthly salary range for this position is $10,831 to $12,903, and the application deadline is Dec. 20. DMV is also recruiting for a chief information officer, and the application deadline for that position is Wednesday.

The Office of Systems Integration (OSI) is seeking a chief (IT manager I) to manage the office’s Center for Research, Enterprise Architecture and Technology (CREATE), which develops “technology research and enterprise architecture capabilities by applying industry standards, principles, methods, techniques, monitoring, resources and tools to deliver desired project results across OSI,” according to the job posting.

Desirable qualifications for the position include:
  • Knowledge of interoperability of multiple architectural platforms and systems.
  • Knowledge of configuration, deployment, management, and maintenance of large, cloud-hosted systems, including auto-scaling, monitoring, performance tuning, troubleshooting, and disaster recovery. Proficiency with source control, continuous integration, and testing pipelines.
  • Ability to utilize and apply appropriate resources to align the technical environment with strategic business needs.
  • Ability to deliver presentations to senior-level executives and technical audiences.
  • Ability to effectively plan, organize, direct, delegate, and supervise complex work of a multidisciplinary staff.
  • Strong leadership and collaboration skills to lead large and complex technology projects and to facilitate the development, implementation, and maintenance of enterprise technology systems and design.
  • Demonstrated ability to effectively communicate with team members, program partners, stakeholders, and executives.

The California Department of Technology is recruiting for a data engineering architect (IT specialist III) to work “as part of a fast-paced, agile and innovative team” within the department’s Office of Enterprise Technology, “working across all areas of OET’s technology stack, enabling critical statewide data services, qualify complex data ELT/ETL, and trail-blaze new data engineering solutions for the cloud,” according to the job posting.

The architect “is responsible for the development and implementation of DataOps and fostering data engineering principles and practices within CDT,” the posting says. The architect advises the state chief information officer and executives on data engineering platform standards, data automation opportunities, compliance and new data technology developments.

The posting and the duty statement indicate that the architect will serve as adviser, subject matter expert, consultant and decision-maker. In addition, the architect will drive innovation, analyze data to position the department for future needs, and represent OET in meetings and engagements with other agencies and vendors.

The monthly salary range for this position is $8,488 to $11,375, and the application deadline is Dec. 6.

The Enterprise Data Management Branch of the California Department of Social Services (CDSS) is recruiting for an Automation and Innovation Bureau chief (staff services manager III) to work with existing systems “to stay aligned with department modernization efforts, synthesize program needs” and work with divisions “to automate data capture, enhance client and worker experiences, and innovate alongside the changing data, software, technology and enterprise data landscape,” according to the job posting.

“The incumbent encourages and supports human-centered design and inclusive stakeholder engagement,” the posting says. Other responsibilities of the role include setting “the automation standards that will be used for internal and external building of automated systems,” defining “automation standard elements such as safety, software and solution provider,” and working with program partners and the California Health and Human Services Agency, its parent organization, “to understand software requirements and create solutions while working within the standards framework. The incumbent will be accountable for projects or programs on a division- and department-wide basis.”

In addition, the chief will drive the creation of user-centered solutions for a variety of CDSS programs; oversee user research, analysis/synthesis, ideation and prototype development, strategy development, creative design and execution; and exercise oversight of production. The position has a monthly salary range of $8,545 to $9,702, and the application deadline is Dec. 5.

The State Water Resources Control Board is recruiting for an enterprise data architect (IT specialist III) in the IT Business Operations Branch.

“The incumbent acts as a lead data architect responsible for providing expert-level data architecture leadership and development functions in support of the agency’s diverse enterprise data needs, including enhancements related to drought-related activities,” the job posting says. “The incumbent leads data modeling efforts to establish an enterprise data architecture to streamline data collection and reporting for drought related informational needs. The incumbent works independently and acts in a lead capacity in the planning and coordination of activities that require the development of technology solutions for the most complex business, scientific or engineering problems.”
