Agencies Recruiting for Section Chief, Technology Adviser, CIO

State agencies are recruiting for a section chief and a technology adviser, and one has extended its search for a chief information officer.

The Department of Health Care Services is seeking a chief (Career Executive Assignment) for its IT Strategy Services Division (ITSSD), part of the department’s Enterprise Technology Services (ETS) unit.

The chief will report to the chief information officer and will plan, organize, direct and evaluate the activities of approximately 50 staff, in addition to various contractors. The chief is a key member of the ETS executive team. Duties of the position include participating in the development and management of DHCS and IT strategy; supporting DHCS’ enterprise governance; supporting and leading the management of project delivery; overseeing and managing the DHCS portfolio of projects; overseeing and managing DHCS’ enterprise architecture; and overseeing IT administration activities.

“A key focus is supporting the department to achieve strategic and tactical outcomes through the interactions between architecture, projects, vendors and state teams,” the job posting says. More details about the role can be found in the duty statement.

Desirable qualifications include:
  • Demonstrated knowledge of the state’s IT standards, policies and procedures as they relate to project management and enterprise architecture.
  • Demonstrated knowledge of defining IT strategy, architecture definition, project portfolio management and project delivery approach in support of business/program objectives.
  • Knowledge of enterprise, project and IT governance.

The role has a monthly salary range of $10,831 to $12,903, and the application deadline is Dec. 27.

The Office of Systems Integration (OSI), part of the California Health and Human Services Agency, is seeking an integrated technology adviser (IT specialist II) to “collaborate with various architects, developers and engineers regarding technology design components,” the job posting says. “Regular consultation on system architecture, application integration, system assessment and data are key contributions of this position.”

Desirable qualifications for this position include:
  • Cloud platforms and network-based platforms, services, and technologies such as Azure DevOps, MuleSoft Cloud platforms and API access, Snowflake, Tableau, ArcGIS, and Xaas/COTS.
  • Low-code/no-code (LCNC) development platform.
  • Experience working with partners to design enterprise technology systems and produce technical enterprise-level architecture concept outputs.
  • Experience assessing systems for preparedness and life cycle maturity and developing recommendations for improvement that drive action.
  • Experience proposing innovative solution concepts, analysis and implementation road maps as well as drafting supporting documentation to execute concepts.
  • Ability to advise and/or design technology strategies that enable the commonly needed operational capabilities across programs.

And the California Student Aid Commission has extended its recruitment for a chief information officer (Career Executive Assignment) to plan, organize, direct and manage all activities and commitments for CSAC’s IT programs. The CIO will also serve as chief of the IT Services Division and as part of the executive management team.

“The IT division chief provides a high degree of expertise in developing and implementing major new programs and related policies for the state by providing technical guidance to legislative staff, commission members, Governor’s Office staff, advisory committees, higher-education segments and executive staff of the commission,” the job posting says.
