Bay Area Governments Seeking IT Leaders

Two Bay Area governments are recruiting candidates to fill key IT executive leadership positions.

Two high-ranking IT procurement jobs are being advertised in the Bay Area: San Jose is looking for an assistant chief information officer, and Solano County is looking for a new CIO.

San Jose’s CIO, Rob Lloyd, says he’s looking for “a truly amazing Assistant CIO to form a Civic Tech Dynamic Duo” in the state’s third-largest city, which has become a hotbed for tech and innovation. Lloyd, who has a high profile in the industry, has been beefing up his IT management team since the spring, having hired a chief information security officer in April.

“The Assistant Chief Information Officer must embody a passion for public service and have the demonstrated ability to deliver complex programs,” the city’s post says. “This person will teach customer-centric culture and must have command of current technologies.”

Candidates require “at least seven years of senior technology executive experience or IT consulting practice leadership for organizations of significant scope,” including five years of applied experience with enterprise and application architectures, “managing a complex IT portfolio, administering SDLC activities, and successful delivery of major products and projects. Current recognized certifications such as PMI, PMP or PgMP, LEAN, ITIL, COBIT, Six Sigma, TOGAF, and/or similar methodologies strongly preferred. Bachelor’s degree from an accredited college or university in a relevant field is required. Master’s degree is preferred.”

The application deadline is Monday for the Solano position, which also includes the role of the registrar of voters. The CIO responsibilities include overseeing the Department of Information Technology (DoIT), including IT applications, infrastructure and services for the county, and providing managerial oversight of the Registrar of Voters Office.

“This position serves 18 departments/internal customers encompassing over 3,000 employees, a county population of 440,000, and executive leadership and elected officials,” the county’s post says. “If you are looking for a stable organization that is poised for the next level of innovation, if you want to be the leader of technology advancements, if you are interested in improving the quality of life for those living in our community, then join Solano County.”

The CIO has five direct reports and about 110 indirect staffers (65 full-time employees and 45 contractors who support infrastructure). The registrar has a total staff of 10.

“The CIO/ROV combined annual budget is approximately $31.1 million,” the county notes. “The organization supports principally Microsoft products including MS-SQL databases. Additional technology products include Linux, Oracle, MySQL, CacheDB, and Informix. On-premise servers are highly virtualized using VMWare products and number approximately 550 virtual servers across two data centers. Over 4,000 desktop/laptops, 200 tablets, 1,000 printers and over 250 business applications are part of the department’s support profile.”

The position is based in Fairfield, and the salary range is $165,192 to $200,783. More information and online application information is available here.
