Cal OES Seeking Candidates for CIO, Architect, Manager

The state Department of Developmental Services is also recruiting for an important leadership position.

The California Governor’s Office of Emergency Services (Cal OES) is seeking candidates for the chief information officer (CIO) position – one of several key recruitments being conducted by the state emergency office.

The CIO (Career Executive Assignment) “is responsible for overseeing the Information Technology Branch functions, which include client services, infrastructure services and application development,” the job posting says. “The CIO is responsible for leveraging and coordinating equipment, staffing and technology to maximize the use of technology throughout the agency’s statewide operations.”

The job posting adds: “In protecting Cal OES’ information assets, the CIO is responsible for developing and adhering to information security and risk management policies. In addition, the CIO is responsible for coordinating with Cal OES components that rely heavily on IT to accomplish their missions; these include the California Cybersecurity Integration Center and the Microwave Engineering Branch of Public Safety Communications. Further, as leader of the central IT support for all Cal OES users, the CIO is responsible for delivering excellent customer service and constant innovations across all Cal OES’ functions.”

The job posting and duty statement note that the CIO “must maintain a strong, collaborative relationship” with the California Department of Technology (CDT) and other IT stakeholders across state government. Desirable qualifications for the position include:
  • Exceptional interpersonal skills; able to establish and earn the trust of those they are working with
  • Collaborative approach; a team player who proactively connects with internal and external stakeholders
  • Outstanding communication skills, both written and verbal; communicates openly, honestly and consistently with confidence, integrity and professionalism to all levels of people

The CIO position was previously held by Beth Cousins, who has moved to the private sector.

The CIO position has a monthly salary range of $10,831 to $12,903, and the application deadline is July 18.

Cal OES is also recruiting for other key positions.

The office is seeking an IT project manager (IT Specialist III) to “direct the most critical/complex infrastructure security projects, developing policies and procedures, requirements, and methodologies,” the job posting says. “The incumbent will enforce compliance with policies and requirements and implement security and privacy controls across multiple information technology disciplines. The incumbent must maintain confidentiality of information acquired while performing job duties, demonstrate ethical behavior and work cooperatively with others.”

Desirable qualifications include:
  • Experience with Microsoft Office suite. Including: MS Excel, MS Word, MS PowerPoint, MS Teams, MS SharePoint, MS Exchange/Outlook
  • Project management experience including the knowledge domains of the Project Management Body of Knowledge (PMBOK)
  • Business analysis experience including the knowledge domains of the Business Analysis Body of Knowledge (BABOK)
  • Experience completing Project Approval Lifecycle (PAL) documents
  • Experience completing documents in agile frameworks
  • PMP certification (desired but not required)
  • ITILv4 certification (desired but not required)

Cal OES is also recruiting for an information security architect (IT Specialist III), which the job posting describes as “a leadership position responsible for understanding the business/technical requirements of complex projects and offering guidance and direction on solution outcomes.”

Requirements of the position include “a strong working knowledge of statewide information security policies, standards and strategic direction of cybersecurity initiatives for the California state government” as well as “technical knowledge of enterprise IT architectural design, application firewall concepts and functions, access control frameworks, and risk management methodologies.”

The job posting also notes that the incumbent “shall have cross-competencies and experience collaborating with enterprise architects, solution engineers and business analysts” and “must be able to offer guidance and direct strategies to mitigate vulnerabilities of the enterprise by working collaboratively with IT management and advising the chief information security officer. The position requires exercising a high degree of initiative and independence, demonstrating tact and good judgment. This includes adapting to changing priorities and working effectively in a high-paced, demanding environment.”

Desirable qualifications include:
  • A cybersecurity degree (bachelor) or equivalent work experience
  • Security industry certification (e.g., ISSAP, CISM, CISSP)
  • Compliance knowledge NIST 800-53, NIST Cybersecurity Framework, FIPS 199, and Privacy
  • Understanding of security protocols, authentication and authorization
  • Understanding of emergency management principles

The Department of Developmental Services (DDS) is recruiting for a chief data officer (IT Manager I) to “ensure that the department is functioning to enable sustainable business growth, capability and internal efficiencies through improved data structures, constant data cleanliness and insight, efficient data governance and process.”

“The chief data officer is responsible for the development of the EDO (Enterprise Data Operations Office) overall strategy and owning the business data management road map as well as securing the funding necessary to see through the DDS mission,” the job posting says. The chief data officer ensures that the EDO’s goals align with the business mission, strategy and objectives.

Desirable qualifications for the role include:
  • At least five years of management experience leading data science, data engineering, technical or operational teams
  • Information strategy experience; experience in strategic technology planning and execution, and policy development and maintenance
  • Demonstrated leadership; proven track record of leading complex, multidisciplinary talent teams in new endeavors and delivering solutions
  • Analytical skills; outstanding analytical and problem-solving abilities
  • Proven data literacy; the ability to describe business use cases/outcomes, data sources and management concepts, and analytical approaches/options. The ability to translate among the languages used by executive, business, IT and quant stakeholders
