CDT Names Deputy Director for Project Management Office

She is a veteran of the IT sector with more than 20 years’ experience in project management and oversight of large-scale system integration projects in state government. She's also worked as a consultant in the private sector.

The California Department of Technology announced Monday that it has named a new Deputy Director of the Project Management Office (PMO) in the Office of Statewide Project Delivery.

Carolyn Nordstrom, a veteran of the IT sector, has more than 20 years’ experience in project management and oversight of large-scale system integration projects in the state, according to a spokesperson for the Department of Technology (CDT).

In her new role, she will lead the teams “that manage and maintain data to report metrics on the state’s IT project portfolio; establish and maintain industry best-practice-based frameworks, processes and templates for statewide use relating to all aspects of project delivery; and directly deliver specialized consulting services to certain California projects, such as project management, data transformation and organizational change management,” the spokesperson said.

The role (Career Executive Assignment Level B) includes development, implementation and maintenance of statewide project management “policy, methodology and standards to strengthen and mature project and portfolio management practices” and improve the overall success of the state’s project portfolio, the spokesperson added.

Nordstrom served as Chief of the Enterprise Project Management Office at the California Lottery from 2012 to 2014, and served in 2015 as Deputy Director of Child and Adult Technology Systems at the Office of Systems Integration. More recently, she was Chief of Staff to the Chief Information Officer for University of California, Davis, where she helped develop strategic direction, long- and short-range plans and innovative initiatives for IT service delivery, according to the CDT spokesperson.

“She spearheaded an effort to develop and implement IT governance for the university,” the spokesperson said. “She also worked at the UC Davis Graduate School of Management Institute for Innovation and Entrepreneurship to implement new technology to facilitate mentorship for aspiring entrepreneurs.”

Nordstrom reports to state Chief Project Officer Andrea Spears in the Office of Statewide Project Delivery.

Nordstrom, who has also worked in the private sector as a consultant, is a graduate of UC Davis, where she received her bachelor's degree in applied behavioral science and organization planning and management. She is also accredited as a Master Gardener through the University of California.
