CDT Opens Recruitment for Deputy Director of Infrastructure

The leadership position opened with the recent appointment of Scott MacDonald to the role of deputy state chief technology officer.

The California Department of Technology (CDT) has opened recruitment for the position of deputy director for Infrastructure Services, also known as assistant chief of the Office of Technology Services (OTech).

The position opened with the recent appointment of Scott MacDonald, who had held the role, to the position of deputy state chief technology officer (CTO).

The position of state chief technology officer, a governor’s appointment, is vacant. Ellen Ishimoto, a veteran of state IT leadership, was acting state CTO until her retirement at the end of 2020. 

The deputy director oversees Infrastructure Services and participates as a member of CDT’s senior staff and is responsible for “improving the efficiency and effectiveness of state government through the use of cloud computing,” according to the job posting. The position also includes managing OTech’s statewide IT infrastructure and the services that make up California’s cloud services. 

“The deputy director is also responsible for the management of the California Statewide Wide Area Network (WAN) and management of critical network services to various state departments, agencies, cities and counties throughout the state of California,” the job posting states. 

The responsibilities are numerous and include:

  • Develop, implement and maintain statewide and departmental policies that impact the day-to-day Statewide WAN and cloud services’ IT operations at every level and that affect the people of California.
  • Develop and maintain high-level policy affecting all facets of the Statewide WAN, virtual computing, storage, and cloud-based IT for the state; development and implementation of IT policy governing existing and future Statewide WAN and infrastructure systems, and establishing statewide IT standards for Statewide WAN, infrastructure services, and cloud technologies, in addition to security policy implementation and project oversight.
  • Guide and direct the implementation of secure statewide enterprise cloud services. Establish new cloud services to meet current and future demand.
  • Manage the Statewide WAN, as well as critical network services to various state departments, agencies, cities and counties throughout the state.  
  • Resolve high-level risk and issues associated with IT applications and systems utilizing the state’s cloud technology infrastructure and any cloud-based technology service statewide.  
  • Serve as a member of CDT’s senior staff. Advise the CDT Directorate, CDT executive staff and customers on critical Statewide WAN services, the statewide data center infrastructure, and all cloud systems and solutions that best meet customers’ business needs. Forge strong partnerships with customers to understand their business objectives and strive to meet those objectives through use of the Statewide WAN and other network services offerings that result from customer needs or external stakeholders.
  • Collaborate closely with agency information officers, chief information officers, customer department executives and Department of Technology executives to ensure tight linkage between strategy and operations to ensure Infrastructure Services is moving towards their desired outcome through agile, cost-effective, innovative, reliable and secure technology. 
The position is a Career Executive Assignment, with a monthly salary range of $10,360 to $12,341. The application deadline is Feb. 3.
