CDT Seeking Manager to Oversee Procurement Functions

The California Department of Technology is recruiting for a technology manager (IT Manager II) to oversee, administer and perform the most critical, sensitive and complex tasks related to statewide IT and telecommunications procurements.

The incumbent in this executive position will participate in the formulation, development and implementation of the state’s IT and telecom procurement strategy, policy and procedures, with a focus on reducing complex and unclear requirements, streamlining processes and improving the quality of the solution/service procured.

According to the job posting, the manager “independently directs and manages, under broad direction of the deputy director, professional staff in the completion of procurement objectives and activities in accordance with legal statutes, regulations, policies, standards and procedures.”

The duties of the position, according to the job posting and duty statement, include:
  • Statewide IT and telecommunication procurement oversight (40 percent), including negotiating with vendors and collaborating with customer procurement project managers and staff in the development and oversight of innovative IT and telecommunication procurement approaches on a statewide basis.
  • Departmental executive leadership (25 percent), including consulting with state agencies and departmental executives on IT and telecommunication acquisition issues.
  • Division management (25 percent), including developing and establishing strategic work plans and functions to make effective use of division staff.
  • Education and outreach (10 percent), including statewide IT and telecommunications procurement policies, procedures, tools and techniques to all levels of state staff, both within and outside of the Department of Technology, using various communication strategies.

The role has a monthly salary range of $10,167 to $12,359, and the application deadline is July 1.
