CIO, CTO Positions Among State Recruitments

The positions are with the Office of Statewide Health Planning and Development, the California Department of Public Health, and the state Department of Justice.

Three state government departments are recruiting for executive leadership positions, including a Chief Information Officer role.

The Office of Statewide Health Planning and Development (OSHPD) is recruiting for a Deputy Director who will also serve as the CIO of the agency, which promotes “an equitably distributed healthcare workforce”; monitors the construction, renovation and seismic safety of hospitals and skilled-nursing facilities; provides loan insurance to assist the capital needs of California’s not-for-profit health-care facilities; and improves access to quality healthcare for Californians.

The Deputy Director/CIO (Career Executive Assignment) is responsible for the planning, development, implementation, administration and assessment of the department’s policies and programs related to the Information Services Division. The Deputy Director/CIO provides high-level policy design and oversight for all of OSHPD’s IT services, data programs, and healthcare analytics.

“The Deputy Director/CIO acts as the liaison to executive management, private and public sector healthcare industry representatives, the Legislature, the Governor’s Office, California Health and Human Services Agency (CHHS), and state, federal, and local governmental agencies,” the job posting says. “The Deputy Director/CIO also participates in directorate-level strategic planning to evaluate and recommend policy and program direction, ensure compliance with legislated program mandates, and manage staff in the development of policies for OSHPD’s IT services, data programs, and healthcare analytics.”

The position has a monthly salary range of $10,360 to $12,341, and the application deadline is Feb. 13.

The California Department of Public Health (CDPH) is recruiting for an Assistant Deputy Director who will serve as the department’s Chief Technology Officer (CTO), responsible for planning, developing, implementing, managing and supporting the department’s IT operations and overseeing the teams that provide the major enterprise IT services.

According to the job posting, applicants are asked to:

  • Describe why you are interested in this position and why you believe your experience makes you the right candidate for the CTO position.
  • Describe your understanding of the CTO responsibilities and how your role as CTO can assist all the CDPH programs implement their mission objectives.
  • Describe your experience establishing a Security Operations Center (SOC) and the software tools you selected to manage and monitor the SOC. 
  • Describe your experience implementing Enterprise Architecture standards and best practices and establishing department-wide governance to ensure adoption.
  • Describe your experience implementing and supporting enterprise solutions that assist programs to rapidly deploy IT solutions to business problems.
The position has a monthly salary range of $10,360 and $12,341, and the application deadline is Feb. 18.

And the Department of Justice (DOJ) is recruiting for a Project Oversight Manager (IT Supervisor II) to serve as primary liaison between the state Department of Justice and the California Department of Technology for all project-related requests, inquiries and official project submittals, as appropriate.  

According to the job posting, applicants should have:

  • Experience in performing formal project oversight activities
  • Expertise of CDT PAL/PMF methodologies
  • Lead or management experience over project oversight teams
  • Experience as a lead project manager (PM) on large projects
  • Current PMI PMP certification
  • Experience as a team lead or manager
 The position has a monthly salary range of $6,917 to $9,268, and the application deadline is Feb. 18.
