CISO, Network Manager Roles Among State Job Openings

Two of the positions have a job classification of IT Manager I, and the other has a classification of IT Manager II. The application deadline for all three positions is Jan. 28.

Three noteworthy positions are in recruitment by state government, including a role as the chief information security officer (CISO) for one of California’s most sprawling agencies.

The Financial Information System for California (FI$Cal) is seeking a CISO (IT Manager II) for an executive management role, managing the Privacy, Information Security and Compliance program and bearing full responsibility for all sensitive data/systems — automated and manual, physical and logical, on-premises and cloud-deployed  for FI$Cal. 

The CISO “has full management responsibility for organizing, planning, and directing all activities associated with the FI$Cal Enterprise Security Services (ESS) Office,” the job posting says. “As part of managing FI$Cal’s Privacy, Information Security and Compliance program, the ESS office is also responsible for design, development, implementation, and ongoing support of information security tools including the Identity and Access Management (IdAM) tools and for managing the FI$Cal user access fulfillment processes. ESS office is also responsible for analyzing the FI$Cal Enterprise Resource Planning (ERP) System components and databases to identify and implement transaction and access control governance in accordance with FI$Cal and state policies.” 

FI$Cal is a state entity designed to handle California’s accounting, budget, cash management and procurement IT system. It’s cooperatively run by the State Controller’s and State Treasurer’s offices and the directors of the departments of Finance and General Services.

The position has a monthly salary range of $9,262 to $11,258, and the application deadline is Jan. 28.

The California Department of Motor Vehicles is recruiting for several positions, including a Network Manager and a Computer Operations Manager (both IT Manager I).

The Network Manager’s responsibilities include “managing security operations, incident management, asset protection, security compliance, policy and program development, budgeting and procurement. The manager will be responsible for the 24/7 operation of the Security Operations Center (SOC). The SOC manager will be responsible triaging all outages and contacting the technical manager over the area to remediate production-impacting events,” the job posting says. 

For this position, prerequisites include technical management experience, working knowledge of enterprise security hardware, software, security policy and procedure development, information security practices, mitigation approaches and strategies. The incumbent must have experience implementing NIST controls. Desirable qualifications include security certification (CISSP, SSCP, GCED, GCFA), leadership in technical project and operation management, and knowledge in Splunk, QRader and other security tools.  

The monthly salary range for this position is $7,634 to $10,230, and the application deadline is Jan. 28.

The second position in recruitment by the DMV is Computer Operations Manager, who is responsible for “Code Migration, Data Guidance, Print Services, and Production Support for DMV enterprise Computer Operations,” according to the job posting. “The incumbent oversees the highly complex and mission-critical mainframe-related production support services consisting of batch processing, high-speed printing, production support, electronic production processing as well as maintaining data-center computing environment standards, and the emergency and disaster recovery operational plan.” Desired skills include:

  • Demonstrated leadership experience in managing large projects and daily IT operations
  • Contract and vendor management, budgeting and IT procurement
  • Project management (waterfall and agile)
  • Human resources and customer relations (effective and cooperative working relationships)
