The state agency responsible for interpreting and enforcing laws governing political campaigning, lobbying and conflicts of interest is seeking an experienced technology leader to serve in a key executive leadership role.

The California Fair Political Practices Commission (FPPC) has opened a recruitment for a chief information officer (CIO) and information security officer (ISO), a position classified as IT Supervisor II.

The CIO/ISO “leads and manages professional/technical staff responsible for the planning and implementation of all data processing functions in a complex environment consisting of modern technology and (ensures) that it meets quality, quantity and timeliness standards of the commission’s goals and objectives,” according to the job posting and duty statement.

“The projects assigned to the (IT) staff have a far-reaching impact upon agency staff and external customers including the design, development, deployment and maintenance of Internet and intranet websites, agency databases and application software,” the duty statement says. The CIO/ISO represents the agency on complex IT projects; determines hardware, software and infrastructure investments and implementations; manages IT projects; plans disaster recovery; performs risk analysis; and manages relationships with IT vendors.

The CIO/ISO also manages recruitment and hiring of staff and preparation of annual performance evaluations and acts as a point of escalation for issues faced by IT staff.

The incumbent also interacts with and provides guidance to FPPC executive staff on achieving the commission’s goals.

Responsibilities of the role include supervising network operations and security (45 percent); IT planning and reporting (20 percent); supervising system design, analysis and programming (20 percent); IT budgeting and procurement (10 percent); and representing the commission in dealings with other state and federal entities (5 percent).

The monthly salary for the position is $7,593 to $10,174, and the recruitment will continue until the position is filled.
