Commission’s Spend on IT Services Includes Maritime Database

To date this year, the State Lands Commission’s five largest purchases of IT services together totaled less than $700,000 — but the services represent an interesting mix of needs.

Among the agencies, departments and boards that make up California state government, the State Lands Commission is not one of the biggest spenders on technology hardware or services. To date this year, the commission’s five largest purchases of IT services together totaled less than $700,000 — but the services represent an interesting mix of needs.

The largest purchase of IT services so far in 2020 was for $400,000, covering maintenance and operations of a Spatially Indexed Records Management System (SIRMS), a GIS-based records management system designed to increase the efficiency of the commission’s business processes. The contract, with SyTech Solutions of Elk Grove, runs from May 1, 2020, to Oct. 31, 2023.  

The second-largest contract for IT services was with Kiefer Consulting of Folsom for consultation related to Microsoft Office 365. The $155,000 contract runs from April 1, 2020, through Sept. 30, 2023.

The third-largest spend for IT services was with Esri — a one-year subscription contract for its Enterprise Advantage Program, purchased through Sunstone IT of Sacramento for $68,970. The contract runs through Aug. 28, 2021.

The fourth-largest spend was with Thomson Reuters for a subscription to its online e-library. The $40,521 contract runs from July 1, 2020, through Dec. 31, 2021.

The fifth-largest purchase of IT services was with IHS Global for $11,541, for a contract that began Nov. 1 and runs through April 30, 2022. This is for services including access to an online database of ships, called Sea-web.
