County Offers Training in Shift to Paperless Procurement

Technology vendors are advised to create an online account and register for the free “Transformational Training” on how to submit paperless bids and proposals online.

Los Angeles County’s Internal Services Department (ISD), which encompasses technology and other county services, is changing its solicitation system to a paperless one, and it’s scheduled a series of online training events to help vendors learn to navigate the new way.

The department will offer “Transformation Training” in how to submit bids and proposals online, how to submit electronic invoices online, and how to access future scheduled payments with detailed invoice information.

Those seeking to do business with the nation’s most populous county are advised to create a Vendor Self Service (VSS) account and, according to its announcement, “begin submitting bids/proposals electronically today!” Those needing help creating an account may email ISD’s eCAPS Procurement Help Desk. A step-by-step training video on submitting a bid/proposal electronically is available online.

The county has set up websites for each of the training sessions: 11 a.m. to noon July 27; 11 a.m. to noon Aug. 10; 2 to 3 p.m. Aug. 31, 9 to 10 a.m. Sept. 14, and 11 a.m. to noon Sept. 20.
