County Recruiting for Key New IT Executive Role

IT governance is the main responsibility of the new position, which will report to the chief information officer. The duties include overseeing the county's massive technology project portfolio.

Los Angeles County’s Office of the Chief Executive has opened recruitment for a new position, IT Governance Manager, to lead the strategic alignment of the department.

The new position reports to the county’s Chief Information Officer Bill Kehoe, and is functionally on the level of a deputy CIO.

“Running a technology project portfolio for a diverse organization of 112,000 employees with an annual budget of $36 billion is a satisfying and tremendous challenge for a seasoned IT governance professional,” says a county job posting. “In this role, you will administer countywide strategic IT investment governance programs by working with and supporting the county's IT governance bodies from county agencies and external partners.”

The duties and responsibilities include:

• Working with and supporting the county’s IT governance bodies, comprised of representatives from all county agencies and external partners, in order to provide advice to internal/external stakeholders on strategies, investments and policy direction for countywide IT.
• Ensures adherence to the appropriate governance bodies’ functions and processes by enforcing the procedures and the directions of the governance bodies so the governance bodies can fulfill their charters.
• Acts as the single point of contact for all appropriate stakeholders by receiving and reviewing all required content presentations and materials for the governance bodies’ meetings in order to ensure that documents are high quality and to facilitate timely and informed decision-making.
• Oversees the management of the county's technology project portfolio, including the processes, methodology, and metrics for technology projects and investments by continuously reviewing and assessing the portfolio for completeness and goal attainment to ensure successful project delivery and transparency of technology investments.
• Serves as the primary resource for the IT governance bodies and the CIO by reviewing and reporting the status and performance of initiatives within the portfolio and other governance priorities to ensure strategic alignment and successful project delivery.
• Manages the entire life cycle of investments and initiatives in the IT Fund and IT Legacy Modernization Fund by performing financial analyses, forecasting and reporting to support the CIO and CEO strategic goals and to ensure proper financial management of the funds.

The first review of applications is scheduled for Dec. 30, and the recruitment will remain open until the position is filled. The position has an annual salary range of $131,023 to $198,315.
