Data, Portfolio Managers Sought by State Agencies

Departments include Employment Development, Corrections and Rehabilitation, and Social Services.

State agencies have several job openings for those with experience in IT.

The state Employment Development Department is seeking to fill an IT Specialist II role in the Enterprise Testing Office, with responsibility for supporting the Unemployment Insurance (UI) Test Group.

The ITS II will “work collaboratively with UI test leads to ensure they are following best practices and using Enterprise Testing Office standard documentation,” the job posting notes. The position will also “provide subject matter expertise regarding the UI program and lessons learned from past UI projects to ensure the team is successful” and analyze relevant proposed legislation.

Desirable qualifications include more than five years of test lead experience for the Unemployment Insurance (UI) program of California, and experience testing benefit overpayment collections.

The position has a monthly salary range of $7,014 to $9,399, and the application deadline is March 22.

The California Department of Corrections and Rehabilitation (CDCR) is recruiting for a Data Management Specialist (IT Specialist I) to “improve collaboration and execute IT service delivery to various programs that supports CDCR mission” and be “an integral part of the SAP Data Management IT team.”

The position will act as a team leader and is responsible for data management (extraction and conversion of data), system design and security, according to the job posting. “The IT Spec I independently designs and develops inbound and outbound interfaces. The IT Spec I performs and drives more complex data discovery processes, coordinating the data extraction efforts with field technical personnel as well as with the program areas. The position is responsible to convert more complex data in the form required by the ERP system using SQL/DB programming skills and strong analytical skills,” the job posting says.

CDCR’s Division of Juvenile Justice is seeking an IT Specialist I to serve as a technical lead for the Business Information System on the SAP systems software project. “The ITS I works independently as the specialist and primary contact for the prompt resolution related to the functional modules within SAP,” the job posting says. “In addition, the ITS I specializes in functional modules within SAP. Under supervision, independently performs assigned systems programming and configuration work and participates on software project teams.”

The position has a monthly salary range of $5,297 to $8,570 and the application deadline is March 26.

The Department of Social Services is recruiting for a Portfolio Manager (IT Specialist I) to provide “the highest level of portfolio and project management services.”

The manager, according to the job posting, “will be responsible for the development and maintenance of a portfolio and resource management tool, eliciting and analyzing business requirements, identifying IT business process improvement opportunities, delineating and reviewing business needs and ensuring the department is compliant with control agency requirements as required for complex IT projects,” the job posting says.

Desirable qualifications include:

  • Project management/portfolio management professional experience.
  • Certified Business Analysis Professional (CBAP) and/or Certified Project Management Body of Knowledge (PMBOK).
  • Experience/knowledge of the California Department of Technology’s Project Approval Lifecycle (PAL).
  • Knowledge and experience in agile process training and CSM or PMI-ACP certified.
