Department CIO, City Product Manager Roles Among Recruitments

State government departments and the nation's 10th-largest city are among those seeking IT leaders with expertise in key areas.

State and municipal governments are recruiting for some key IT positions, including a chief information officer position.

The state Department of Community Services and Development (CSD) is seeking a chief information officer (IT manager I) to lead the planning, implementation and maintenance of information systems supporting CSD programs and general operations. “General responsibilities include planning, acquiring and operation of hardware, software and networks composing the department’s Information Technology Infrastructure,” the job posting says. “The CIO develops policies and procedures in data processing, telecommunications and automated systems and ensures such policies and procedures are adequately documented and updated accordingly.”

The duty statement for the position notes: “The CIO is responsible for representing the CSD in all IT related matters with other state departments, external stakeholder organizations, public and private entities and serves as a member of the department’s Executive Management Team to ensure that the Directorate is fully aware of and approves major IT procurements, projects and security incidences of significant risk or importance.”

The position has a monthly salary range of $8,016 to $10,742, and the application deadline is Dec. 17.  

The city of San Jose is recruiting for multiple products-projects managers (classification enterprise supervising technology analyst) who are “passionate about delivering valuable products, leading cross-functional teams in building features, re-engineering business processes,” according to the job posting.

“Responsibilities include administering platform operations and performance, product releases, vendor management, and feature development projects, as well as integrations and providing direct product support,” the job posting says. Additional responsibilities include:

  • Product strategy and road map: Manage the life cycle of products (information systems solutions and platforms) in support of assigned objectives, key results, and partners.
  • Analyze trends, customer requirements, input from a diverse set of stakeholders, and process re-engineering/innovation opportunities to establish product vision and strategy. Set product road map for uses, features and integrations.
  • Requirements management: Translate customer requirements into buildable features, coordinate feature decisions, prioritize diverse demand and integrate into product planning and development. 
  • Lend rollout of new features in coordination with city teams, vendors/partners and testing teams to ensure positive release experience for customers and staff. Ensure effective release and maintenance of services, including re-engineering processes, monitoring, automation and communications routing.
  • Operational support: Sustain customer satisfaction through quality customer support, post implementation. Define system configurations. Analyze and resolve product issues.
Required capabilities include project management, analytical thinking, technology use and management, leadership, change management and communication skills. The annual salary range is $113,464 to $138,236. The recruitment will remain open until the position is filled.

The California Department of Technology (CDT) is recruiting for a senior digital accessibility specialist (IT specialist II) to guide the state’s digital accessibility program, a role that requires specialized knowledge of digital accessibility standards and assistive technologies. “The IT Spec II plays a key role in leading the development of standards, guidelines, best practices, tools and training that will help government deliver products, information and services that are usable and accessible for all Californians,” the job posting says.

The position’s responsibilities are many, according to the duty statement, including:

  • Extensive background in assistive technology, Web accessibility and/or alternative media production.
  • Background in testing, developing test scripts, and documenting, publishing and explaining test results.
  • Thorough knowledge of disability services, federal, state, and local laws and regulations related to the Americans with Disabilities Act and an ability to explain the standards to state staff with varying levels of technical expertise.
  • Ability to manage multiple high priorities simultaneously, each with tight deadlines.
The position has a monthly salary range of $7,365 to $10,165, and the application deadline is Dec. 11.

The Department of Technology is also recruiting for an IT specialist II to provide expertise and lead “consultation with business and IT executives on architectural design and deliverables to solve business and IT problems,” according to the job posting. The IT specialist II “works cooperatively with the IT Architect team, business representatives, specialists and subject matter experts. Services include applying business and IT strategy, concept and business case development, portfolio rationalization, blueprint/roadmap planning, project prioritization, standards establishment and governance, as well as design guidance and oversight.”

Additional detail about the responsibilities and requirements are included in the duty statement. The position has a monthly salary range of $7,365 to $9,869, and the application deadline is Dec. 14.
