Departments Recruiting for Deputy Directors, Architects

State entities dealing with technology and public health are accepting applications for these executive- and senior-level positions.

State agencies are recruiting for executive and managerial positions, including the California Department of Technology (CDT) and the California Department of Public Health (CDPH).

CDT is recruiting for two deputy director positions (career executive assignments), one of which is responsible for the Digital ID project within CDT’s Office of Enterprise Technology.

The deputy director for Digital ID “will be responsible for developing a proof of concept for a Digital ID program,” the job posting states. “The Digital ID program will provide the blueprint for the deployment of a Digital ID ecosystem for an initial subset of state services that will provide a consistent, secure, privacy-enabled, reliable, and consent-based method to authenticate and identify a California resident when that resident accesses the subset of digital state services. Using an iterative approach, this initial Digital ID ecosystem and deployment will provide invaluable information needed to develop a road map for Digital ID expansion across all state services.”

Responsibilities of this position include:

  • Design, develop and operate the Digital ID ecosystem while handling the coordination amongst participating departments statewide, serving as an executive product owner over the Digital ID program.
  • Coordinate and engage with privacy groups and various advocacy organizations. Oversee the implementation of identity management, privacy engineering, single sign-on and a distributed authentication system for the Digital ID program.
  • Serve as a member of the department’s executive staff, providing guidance and direction regarding Digital ID policies. Meet regularly with the Legislature and provide thorough updates on the program every six months. Forge strong partnerships with legislators, chief information officers (CIOs), agency information officers (AIOs), agency secretaries and undersecretaries, directors, executives, the Governor’s Office and customer departments, as well as other key stakeholders to stabilize and reduce risk to the Digital ID program.
  • Provide executive oversight of the office’s personnel management and administrative responsibilities, including evaluating direct reports on completion of their administrative responsibilities.

The second deputy director position oversees Data Center Support Services, ensuring complete functionality of the Office of Technology Services (OTech) production environment at all times.

“The deputy director shall be responsible for the oversight of Service Management Operations, Computer Room Management, and OTech Business Support organizations,” the job posting says. Responsibilities include oversight of “strategic and operational planning (internally and externally), the development and implementation of high-level IT policies and procedures addressing production support of distributed computing and client services, such as client server operational support, systems administration, connectivity of systems, product and service delivery, and departmental and program security and recovery for OTech customer agencies and departments on a statewide basis.”

Additional duties include:

  • Develop and implement “a comprehensive computing production program to ensure responsive services to customers. Responsible for policies that have statewide and department impact associated with the day-to-day operations, including business support services, computer rooms, planning and operations, service desk 24x7 support services, mainframe computer operations, ITIL service management support, and operational support for Data Center managed services.”
  • Collaborate closely with high-level departmental management, executive staff, AIOs, CIOs, Government Operations Agency (GovOps), governor’s office staff and legislative staff to ensure that policies with statewide impact are workable for all parties involved.
  • Participate directly in setting and implementing policies that affect OTech and its customers statewide, and advise the directorate and executive staff on all policy decisions affecting OTech.

CDPH is recruiting for an enterprise application architect (IT specialist III) – “a dynamic, experienced technology specialist with considerable experience in enterprise architecture and more specifically specialization in enterprise application architecture,” the job posting specifies.

“The ITS III will function as the enterprise architecture technical subject matter expert and will be responsible for some of the CDPH’s most visible and mission critical application and database systems,” the posting says. “The ITS III will be instrumental in leading CDPH in the development and implementation of the CDPH application development cloud strategy and work in conjunction and partnership with the CDPH infrastructure and security teams to transition, develop and host business applications in all CDPH-approved cloud services. The EAA will also develop a strategy and plan for the adoption of software as a service within CDPH and in partnership with the infrastructure and security groups.”

Candidates should have knowledge of and experience with a variety of tools and practices, including:

  • Demonstrated experience in enterprise leadership, direction and coordination of work activities and resources for enterprise application development teams.
  • Hosting and platform services and offerings at the CDT Management Cloud Services data center, Amazon Web Services (AWS), and Microsoft Azure, Salesforce, Mulesoft.
  • Single sign-on technologies (ForgeRock, SAML)
  • Data warehouse platforms (Snowflake, Tableau, Power BI)
  • Web services (SOAP, REST)
  • Failover and disaster recovery design and architecture
  • Network-based platforms, services and technologies
  • Enterprise operating systems (Windows Servers, Enterprise Linux, z/OS)

CDPH is also recruiting for an information security architect (IT specialist III), who will provide “expert analysis of cloud and on-premises cybersecurity architecture and systems,” according to the job posting. Other areas of oversight and responsibilities of the position, according to the posting and the duty statement, include:

  • Ensure compliance with state and federal regulations, policies and commercial best practices relating to cloud security.
  • Review, analyze and evaluate the implementation of security tools and controls in multiple information system environments, including on-site security systems and Dynamic Cloud Services (IAAS, PASS and SAAS).
  • Evaluate the performance of ongoing security maintenance, for example, continuous monitoring (ConMon) or continuous diagnostics and mitigation (CDM).
